Xinhuanet, Haerbin, December 8 (reporter Wang Jian)-located in Sino-Russian border, Suifenhe in Heilongjiang province recently announced that the city has officially been rubles State Council approved China's first pilot city. Suifenhe hailed the Sino-Russian border, "border merchants", is the important channel for Chinese logistics to Russia. With the rapid development of Sino-Russian port of trade, Russian tourist personnel entry and exit to and from frequent roubles in cash usage increased year by year.
The industry believes, this new initiative helps produce between the Yuan and the ruble exchange rate regime led to formation of the Yuan-ruble exchange rate directly, for the equivalent Renminbi Yuan in Russia related to urban circulation used to lay a solid foundation.
新华网哈尔滨12月8日电(记者王建) 位于中俄边境的黑龙江省绥芬河市近日宣布，该市已正式被国务院批复为中国首个卢布使用试点市。这是新中国成立以来，首次允许一种外币在中国某个特定领域行使与主权货币同等功能。
绥芬河成为中国首个卢布使用试点市后，卢布可在绥芬河自由存取，俄罗斯游客可用卢布直接吃饭、购物、打出租车等。
据中国人民银行绥芬河支行负责人介绍，卢布使用试点市的成功批复，有利于绥芬河规范卢布交易市场，打击黑市交易，使其民间卢布交易市场从“地下”走向“地上”。
绥芬河被誉为中俄边境上的“国境商都”，是中国对俄物流的重要通道。随着中俄口岸贸易的快速发展，俄方旅游购物人员出入境往返频繁，卢布现钞使用量逐年增大。
业内人士认为，这一新举措有助于产生人民币和卢布之间的汇率形成机制，促成人民币与卢布直接汇率的形成，为对等推进人民币在俄罗斯相关城市流通使用奠定坚实基础。
