亮点一：管住“吃”——不得提供高档菜肴、香烟、高档酒水
“一段时间以来，‘大吃大喝’一度成为公务接待中最被社会诟病的问题，‘被接待’现象也十分突出，不仅造成巨大浪费，接待人员也为其所累。”国务院发展研究中心社会发展研究部巡视员林家彬说。
《规定》指出，工作餐应当供应家常菜，不得提供鱼翅、燕窝等高档菜肴和用野生保护动物制作的菜肴，不得提供香烟和高档酒水，不得使用私人会所、高消费餐饮场所。
林家彬认为，《规定》具有很强的操作性，对在短期内刹住“大吃大喝”的风气会起到立竿见影的效果，但从长远看，还需进一步加强对规范财务、财政支出等制度建设。
亮点二：管好“住”——不得超标准安排住房
“过去，一些地方由于怕慢待上级领导，经常超标准安排住宿，对于一些级别不高的领导干部也安排套间甚至豪华套间住宿，不仅造成严重浪费，还助长了奢靡之风。”中央党校教授谢春涛说。
《规定》指出，住宿用房以标准间为主，接待省部级干部可以安排普通套间。接待单位不得超标准安排接待住房，不得额外配发洗漱用品。
谢春涛认为，《规定》直指过去普遍存在的超标接待问题，对公务接待住宿提出了更为明确的标准，甚至对配发洗漱用品都提出了明确规定，针对性、操作性都很强，有助于进一步加强党风廉政建设。
亮点三：管控“行”——不得违反规定实行交通管控
“警车开道、超规用车、交通管控……这些看似‘有面子’的接待方式，实际上非常劳民伤财，根源是基层‘拍马’与被接待的上级部门形式主义的‘一拍即合’。”国家行政学院社会与文化学部副主任马庆钰说。
《规定》指出，国内公务接待的出行活动应当安排集中乘车，合理使用车型，严格控制随行车辆。接待单位应当严格按照有关规定使用警车，不得违反规定实行交通管控。
北京大学中国公共财政研究中心主任林双林表示，公务接待讲排场、比规格，表面是风气，根源在制度。《规定》正是从制度着手，对公务接待出行的方式、规模、边界（是否与公务有关）、标准等都做出了明确的界定，一定会起到积极的效果。
亮点四：管制“游”——不得组织旅游和与公务无关的参观
“无论是公款旅游，还是公款娱乐、赠送纪念品或土特产品等超标准接待现象，公务人员都是打着公务的幌子多吃、多用、多占，这是一种特权思想在作祟。”马庆钰说。
《规定》指出，接待单位不得组织旅游和与公务活动无关的参观，不得组织到营业性娱乐、健身场所活动，不得安排专场文艺演出，不得以任何名义赠送礼金、有价证券、纪念品和土特产品等。
“《规定》的出台针对的都是群众反映最强烈的问题，说明中央厉行节约、反对浪费扎扎实实地推进。”马庆钰建议，遏制公款旅游、娱乐等顽疾，还要加强监督问责机制建设，同时将巡视工作制度化、常态化，为《规定》的落实保驾护航。
