“局长一旦驾临，就有人往其车内扔钱”
海口市近年将查办违建领域案件作为反腐倡廉工作重点，集中力量打击了一批利用违建敛财的公职人员。其中，城管系统成违建领域腐败案高发地带。
最牛违建的“保护伞”竟是城管局长！作为案件的查办人员，时任龙华区检察院检察员的成燚告诉记者，曾位于海口市汽车南站、被称为海口“最牛违建”的“亿城家园”2010年7月动工建设，由于没有合法的报建手续，被执法人员发现、制止后，3名开发商行贿龙华区原城管局长符海曼，得到其特殊“关照”，使违建得以继续开建。不仅如此，原计划只建15层的两栋建筑更是抢建至17层封顶，违建面积达3万多平方米，海口群众反映强烈。

更有甚者，海口琼山区原城管局长钟步明伙同自己的下属及规划局人员以拆迁名义编制假拆迁表、伪造假拆迁项目共同骗取国家拆迁补偿款17.3万元。
海口市纪委的一位同志感慨地说，海口突击抢建违法建筑的势头屡禁不止，与城管腐败有着直接的关系。“内鬼”不除，违建难拆！
监管体系框不住权力寻租欲望
相关人士透露，违建高发提供温床、城管权力高度集中、权责不平衡以及缺乏有效监管等，使一些公职人员充当违建“保护伞”。
自国际旅游岛战略实施以来，海口市违建便“规模”兴起，近两年尤烈。据不完全统计，海口目前的违建面积有630多万平方米，其中不乏大量小产权房，给一些城管部门的人员权力寻租提供了空间。

美兰区纪委常委唐娟表示：“违建涉及规划、报建审批等环节，但‘出事’后只有城管部门管，权责不平衡，容易导致执法不力、权力寻租等现象的发生。”成燚说，城管系统编制少、待遇差，但工作量大，到一线巡查、执法的一些工作人员为增加收入而收受钱财。
监管漏洞让一些公职人员胆大妄为。海口琼山区纪委副书记张新超说，一段时间以来，城管工作中存在失察、失管、失纠问题。被查处的原琼山区城管局长钟步明，独断专行，城管局内部管理混乱，虽不断有人反映和举报，却没能引起足够注意，导致其走向犯罪“深水区”。
拆违，重在揭下违建“护身符”
据统计，自2011年以来，海口市共立案查办违建领域公职人员犯罪案件55起55人，平均每年18起18人。城管系统成为腐败案件高发地带。近日，海口各区又立案了一批违建领域违法公职人员，涉及十几人，其中不乏城管领导。
近年来，各地涉及打击违建腐败的现象屡屡见诸报端。湖北武汉和江西景德镇先后查处多起违建腐败案例，多名国土、城管干部涉及其中。
相关人士建议，搞好拆违工作首先应大力加强对城管等相关部门的监督，并从政策制定、住房报建等方面着手，多管齐下，揭下违建“护身符”。
海口采取更加务实的办法，将通过启动航拍摸底排查等方式，将违建区域、面积制成图，明摆出来，同时搞好动态监控。并对查明的违建做好分类处理，对出于生产生活需要的，降低报建门槛，给予出路；对“种”出来骗取国家拆迁补偿款的，严厉打击，如此疏堵结合，压缩执法人员权力寻租空间，铲除滋生腐败的土壤。
与此同时，相关人士建议，为减少暗箱操作带来的腐败，政府在决策和政策制定方面应更加公开透明。海口琼山区纪委副书记陈泽程说：“在城市规划、土地管理及拆迁政策方面要向民众公开，最大限度减少暗箱操作带来的腐败。”
“海口打击违建腐败的力度在不断加大，内部监管机制也在不断完善。”海口市纪委办公室一位不愿透露姓名的负责人说，目前，海口各监管部门不断强化内部监督机制，建立党风、政风月报机制以及廉政风险评估制，加强各单位廉政风险排查，特别是强化巡查力度，布下高压线，一旦发现腐败，绝不姑息。
