　　为加快推进居民生活用水阶梯水价，广东省物价局和广东省住房城乡建设厅、水利厅已联合发出《关于进一步完善自来水价格管理有关问题的通知》，明确规定今后各市、县城区要在水价调整时同步实行阶梯式水价。

　　据介绍，第一级阶梯水价可按保本水平制定，切实保障好居民特别是低收入群体基本生活用水权益和合理负担，要利用第二级和第三级阶梯水价收入测算平衡，将居民生活用水平均价格调整到保本微利水平。各阶梯水量基数，由各地结合当地实际情况具体确定。

　　据了解，广东省下一步水价改革的重心将主要放在三个方面，推动各市县加快简化水价分类、实行工商业用水同网同价和居民生活用水阶梯计价。

　　据统计，目前广东省已有17个地级以上市和9个县城率先实行阶梯水价，位居全国各省前列。尚未实施阶梯水价的有4个地级市城区和63个县城。

　　推行阶梯水价以后，广东的人均年综合用水量从482立方米下降到428立方米，下降了11%。此外，万元GDP用水量由119立方米下降到75立方米，万元工业增加值用水量由76立方米下降到46立方米，降幅分别为37%和39%。同一时期，全省城镇居民生活日均用水量由216升下降到197升，平均降幅8.8%。

　　此外，广东对高耗能、高污染企业实行差别水资源费和超额累进加价制度，并对珠三角地区高污染企业实行惩罚性水价政策，促进企业技术改造升级。
