在线交易促药价合理化
据今年9月最新发布的《广东省医疗机构基本药物交易办法(试行)》的规定，低价药品及临床必须且采购困难品种由医疗机构自行遴选品规和生产企业，在物价部门制定的入市价之下，由交易双方通过广东省第三方药品电子交易平台进行议价，从而实现网上交易。
据了解，新的议价基本流程是，对生产企业发起议价邀约，发送包含品规、数量、价格、采购期限等需求后，生产企业按照医疗机构发起的议价邀约可以选择接受、议价回复或拒绝。此邀约在受邀约人承诺之前可撤回或更改，一经承诺即不得撤销。医疗机构可以组成联合体统一议价，同一生产企业、同一挂牌品种，交易双方可多次反复议价。议价成交的交易结果由交易机构报省价格主管部门核定最高临时零售价，并通过交易平台公布交易结果，接受社会各方监督。议价交易结果包括医疗机构、生产厂家、品规剂型、交易价格、采购数量等信息。交易各方需严格按照《合同法》的规定和广东省有关药品交易办法的要求，在线签订药品电子交易合同。
广东药品交易改革是一项全新的尝试和探索。省药品交易平台负责人表示，低价药品及临床必须且采购困难品种属于紧缺药物，由于利润低，很多药品生产企业不愿意生产该类药品，而第三方药品交易平台实行“带量采购、量价挂钩”，将给低价药生产企业更多的市场机会，使药价趋于合理。
2513家医疗机构报名参加
十八届三中全会《决定》明确提出深化医药卫生体制改革。事实上，成立省药品交易中心是我省在推进药品生产流通领域改革中的创新尝试，也是通过多环节联动改革，建立经营规范、竞争有序、服务高效的药品流通新秩序过程中的重大举措。
省药品交易平台负责人介绍，我省药品交易新模式既从源头上实现了政府有效监管，又维护了市场充分竞争，让药品交易回归市场本质，体现医疗机构和药品生产企业的市场主体特点；既构建了适应市场需求与公益性要求的药品交易诚信体系，又构建了药品生产企业、经营企业和医疗机构良性互动的“生态链”；既建立起了健康可持续的医药生态发展环境，又达到降低药品总成本、降低药价、不增加政府负担、不增加患者负担、促进廉政建设等多方共赢的效果。
记者还了解到，我省基本药物交易第一批次生产经营企业、医疗机构现场报名已结束。据统计，截至12月5日，报名参加第一批基本药物交易的医疗机构达2513家，生产企业达1566家，经营企业达841家；产品数达12117个，其中参加此次议价的产品数为2833个。据了解，省药品交易中心将加快各医疗机构进行基本药物竞价品种的遴选和报量，或将于年内开展基本药物第一批次竞价交易采购工作。
