　　2013年1月17日，在全州县社会青年蒋祥友和全州县水月岩中学辍学学生蒋玲、蒋某某、陈某某(4人均另案处理)的事先预谋下，将受害人章某某(女，1999年11月28日出生)哄骗至全州县城。之后，章某某在其威胁强迫下“卖处”给吕宏(时任全州县公安局某派出所所长)。

　　经法院审理查明，蒋玲与吕宏联系时已明确告知章某某为在校学生，但吕宏仍要求将章某某带至宾馆房间。当晚，吕宏问清章某某为全州县才湾镇水月岩中学的在校学生，并明知其为不满14周岁幼女后，还是与之发生了性关系。

　　案件发生后，广西壮族自治区公安厅和桂林市政法委曾分别召开专门会议，表示将对此案从严查处，一经查实，绝不姑息。全州县公安局指挥中心负责人也曾表示，将严格依法办案，决不偏袒。

　　此外，2011年至2012年间，吕宏还曾多次在当地公安局开展的查禁“黄赌毒”行动中向组织卖淫者唐涛透露行动信息，帮助其卖淫场所免被查处。

　　12月5日，雁山区人民法院审理认为：被告人吕宏的行为已分别构成强奸罪、协助组织卖淫罪。一审判处吕宏犯强奸罪，有期徒刑8年；犯协助组织卖淫罪，有期徒刑3年，并处罚金人民币10000元。数罪并罚，遂决定执行上述判决。(完)
