国家有关部门的禁令出台不到一个星期，而关于党报党刊的发行规范也是三令五申，但为何一些地方不能做到令行禁止呢？在江苏徐州一街道办事处上班的周先生，遭遇了被摊派推广订阅当地某日报的情况。
周先生：摊派报纸任务，基本上每个办事处都有这种情况。应该是从我们市里面下发到区里面，区里面再下发到办事处，办事处再下发到我们这些职工身上。每个人平均3份到4份，你自己找亲戚朋友也行，找下面的那些单位也行，你自己想办法订，一份360，订不完就扣你工资。

根据中宣部、国家新闻出版广电总局发出《关于严格规范党报党刊发行工作严禁报刊违规发行的通知》中明确要求：“严格执行党报党刊订阅范围、订阅经费有关规定，实事求是地确定本地区本部门订阅党报党刊的数量，各地区各部门不得采取电话通知、下发报刊订阅“建议表”、扣发工资等手段强制摊派、变相摊派，不得利用登记、年检、办证、办照、缴费、评比等职权强行要求服务和管理对象订阅；不得将乡镇、村级组织等基层单位订阅报刊情况与工作考核、评优达标挂钩，坚决制止层层加码、突破征订范围和公费限额，增加基层和群众负担。”那么，关于党报党刊的发行规范多次三令五申，为何部分地方的执行还是变了味呢？对此，国家行政学院教授杨伟东认为：
