柳钢集团是柳州市最大的工业企业，同时也是广西的支柱工业企业，在全国钢铁行业中亦排名靠前，梁景理的落马一时引起诸多街谈巷议。
与案情相关的信息仅寥寥数字，不过《中国经营报》记者从多个渠道了解到，在广西本地有诸多对梁景理落马原因的传言和猜测，更多的传言指向了梁景理可能在钢厂采购原材料以及销售产品环节中存在腐败行为，且还有数位高管也同时被带走调查。
尽管诸多传言难以证实，但从一些公开资料可以就看出，上市公司柳钢股份在生产经营环节中尚存在不规范之处，其大股东的管理漏洞只怕更多。因为早 在今年7月份柳钢股份清查出的8000多万元存货计入了2012年的营业外收入，而致同会计对其年报给出了无保留意见。投资者及媒体一直质疑其涉嫌财务作 假。
祸起钢贸？
梁景理被立案调查的消息最早是由广西壮族自治区纪委、广西壮族自治区监察厅认证的官方微博发出，时间是在12月2日14点59分，这条微博内容显示，“广西柳州钢铁(集团)董事长、党委书记梁景理涉嫌严重违纪，自治区纪委决定对其立案检查”。
随后在12月2日晚间，柳钢股份发布了一则公告，称公司于12月2日下午，接到控股股东广西柳州钢铁(集团)公司通知，公司董事(柳钢集团董事 长、党委书记)梁景理涉嫌严重违纪。近日，广西壮族自治区纪委决定对其立案调查。同时，自治区组织部决定，柳钢集团总经理甘贵平主持柳钢集团全面工作。目 前，公司生产经营一切正常。
柳钢集团官网12月2日下午已经撤掉了领导团队栏目中梁景理的个人介绍和照片。其集团新闻栏目显示，梁景理最近一次公开露面是在11月18日柳钢党委中心组集中学习三中全会《决定》精神的活动中。但该条公司新闻晚间也被撤去。
而对于梁景理落马的原因，检察部门并未披露，而柳钢方面也讳莫如深，柳钢集团宣传部及总经办人员在接受媒体采访时均表示对此事并不知情，然而梁景理的事发似乎并不意外。
“事实上柳州政商圈最近一直在传柳钢某个领导可能要出事，所以大家一直都在猜到底是谁，现在谜底揭晓了。”南宁一位与柳钢高层有往来的企业主对记者表示，但他表示不清楚梁景理落马的原因。
而亦有柳钢职工在接受媒体采访时证实了早在11月30日公司召开管理层会议时就通报了梁景理被立案调查的事，很多普通员工也都有一些知晓。
接近广西政法部门的一位消息人士对记者表示，有传言猜测梁景理事发与企业原材料采购以及钢材销售有关。
“一种说法是梁景理在公司煤炭、矿石采购上面有问题，另一种说法是纪委从一些螺纹钢贸易风险事件的线索中顺藤查到的，都是只言片语，不过柳钢集 团钢铁产业链很长，这几年房地产很火，柳钢在柳州市也开发了很多楼盘，身为集团一把手，可以从中操作的点很多。”这位消息人士说。
梁景理到底是为什么被调查还难以获得确切说法，不过柳钢集团及其旗下上市公司的管理漏洞可以窥豹一斑。
柳钢股份7月12日公告称，因2012年钢铁市场形势严峻，为应对危机，公司积极挖掘内部管理效益等举措。经认真研究，以前公司在生产经营管理方面比较粗放，当期成本核算不真实，且形成大量账外物资，对此进行了整治。
在2012年9月初，由公司对生产现场未使用的机旁备件进行清理核查，共查出已出库而未使用的机旁备品备件15万余件，价值8126.32万元。这部分资产全部计入公司2012年度营业外收入，致使公司当年营业外收入达到9300万元，同比增加339.09%。
财报数据显示，柳钢股份2012年末存货约为63.25亿元，其中原材料约为57.02亿元，在产品约为4.95亿元，库存商品约为1.28亿 元。公司2012年税前利润约为1.26亿元，其中营业外收支净额约为8100万元，贡献税前利润超过60%。正是这一笔营业外收入，大大增加了公司利 润。
在业内经验丰富的审计专家看来，柳钢股份的这一财务调整不是用会计核算不正确的理由就能解释清楚的。这不仅暴露了柳钢股份内控审计流于形式，且公司长期“多领用，少耗用”说明内控确定的耗用定额也有问题。
一位柳州本地与柳钢有往来的金融界人士则透露，“我听柳钢的朋友说，这次抓的不止梁景理一个，还有三四个高管同时被带走调查。”
不过，以上传言均难以证实，记者亦曾联系柳钢方面核实，但截至发稿，未获得回复。
企业一支笔
梁景理的落马，一石激起千层浪。尽管他的违纪问题定论尚早，但被调查的消息一经传出，从行业人士到柳钢职工均不乏惋惜的声音。
资料显示，柳钢集团始建于1958年，是广西最大的国有企业，也是中国华南、西南地区最大、装备工艺技术最先进的钢铁联合企业。目前在册职工总 人数1.5万人，主要生产冷轧板、热轧板、中厚钢板、棒线材、中小型型钢等系列产品。具备年产钢1000万吨的能力，年主营业务收入达500亿元以上。 2007年2月，“柳钢股份”在上海证券交易所上市。
而翻阅梁景理的简历，不难看出，出生于1954年11月的梁景理，是在柳钢成长起来的“老钢铁人”，武汉钢铁学院压力加工系轧钢专业毕业，教授 级高级工程师。自1972年进入柳钢做普通的技术员，曾任柳钢集团中板分厂副厂长、集团公司总工程师、第一副总经理、总经理、党委副书记，最后坐上柳钢集 团公司党委书记、董事长的一把手位置。
在梁景理事发后，有柳钢职工在接受媒体采访时表示，梁景理在柳钢员工中口碑算是不错的，在他执掌柳钢期间，员工的工资待遇每年都有提升，柳钢的效益也在增长。“不过他做事的风格比较‘独’,大事小事都是他一人说了算。”
梁景理在2012年5月份的一次媒体采访中表示，他也是钢铁工人出身，关注普通职工的收入，并表示因为工资总额超出限额，为了让职工涨工资，自己“宁愿牺牲我个人”而“三次被扣年薪”。
“企业有了效益，就要让职工的生活水平逐步提高，这有什么不对嘛，但是那时候国资委那边老是卡我们的工资总额，老是不够发，我有时候迫于无奈就发了。因为我们工资总额超出限额，三次被扣年薪，这也没办法，宁愿牺牲我个人，让职工确确实实得到实惠。”梁景理说。
梁景理称，柳钢的职工收入在行业内高居前列，2011年人均7万多元，在整个广西也是很高了，在钢铁行业大概能排到第二第三，仅次于排名第一的宝钢(人均18万元)，这是很不容易的，因为柳钢的规模比宝钢小得多。
“我们中层干部的收入比我的还要高，我受国资委管，他们不受国资委管嘛，他们只要把任务完成了，是企业的宝贝。”梁景理透露，全国上千万吨以上 的国有企业，柳钢的职工人数是最少的，柳钢60万吨产量的时候只有23600人，现在1000多万吨产量，增长了20倍，职工人数反而下降到15000 人，柳钢人均产钢量是非常高的，但在全国的国有钢厂里，柳钢的吨钢工资是最低的。一位钢铁行业分析师表示，可以说柳钢的业绩在全行业中算不错的，从 2011年以来，全国钢铁行业一片惨状，大部分上市公司均出现亏损，广东韶钢松山(000717.SZ)、辽宁鞍钢股份(000898.SZ)更因连年亏 损被“披星戴帽”。而柳钢股份年报显示，2011年公司净利润3.6亿元、2012 年净利1.2亿元，2013前三季度亏损257万元。
不过这位分析师表示，业绩相对好并不见得都是领导层的功劳，与柳钢所处的市场环境有关，柳钢80%的产品为广西市场消化，其余销往广东、湖南、云南、贵州等西南、华南市场。
“一方面广西基础设施建设相对落后，这两年广西地区城市、道路建设对钢材的需求相比其他市场来说还是比较旺盛的，另一方面柳钢所处的西南、华南市场相比华北、华东市场，竞争远没那么激烈，仍具备一定的区域垄断地位。”这位分析师表示。
