通知指出，2013年11月22日，山东省青岛经济开发区中石化东黄输油管道发生泄漏爆炸特别重大事故，造成重大人员伤亡和经济损失。该事故暴露出一些地区和企业安全生产大检查未实现全覆盖，隐患排查治理尤其是隐蔽工程设施的隐患排查治理不深入、不全面、不彻底，安全防控措施不到位等问题，也反映出石油化工行业隐蔽致灾隐患突出，安全形势十分严峻。
通知要求，按照“全覆盖、零容忍、严执法、重实效”的总体要求，对全国范围内石油天然气(包含煤气)、危险化学品等各种易燃易爆品输送管线进行一次大排查大整治，全面排查隐患，彻底解决问题；深入自查自纠，全面堵塞漏洞。
此次排查整治的主要内容包括，查规划、选址和设计及总平面布置等情况。如查管道规划建设和选址是否符合城乡规划，与各类用地布局相协调，与城市防洪、道路交通以及地下管线、地下轨道交通等各类地下空间和设施相衔接；查油气、危险化学品输送等管道是否与居民区、工厂、学校、医院、商场、车站等人口密集区以及建(构)筑物、铁路、公路、航道、港口、市政公用地下管线及设施、军事设施、电力设施、其他强腐蚀性管道及设施等有安全保护距离，是否符合国家有关法律法规以及标准规范的强制性要求等。
通知要求，地方各级政府及其有关部门要对需要搬迁、关闭的企业做好规划，创造条件、提供方便，支持企业做好工作。对无力解决困难和问题的企业，政府要给予政策支持，为其排忧解难。要出台相关政策，完善隐患排查治理的各项措施，着力构建长效机制，实现隐患排查治理工作的规范化、常态化、长效化。
