所谓“提前发售”，就是在所有春运售票工作中最先安排发售务工人员团体票。铁路部门将把春运期间(2014年1月16日至2月24日)所有加开临客的票额，全部优先用于务工人员办理团体往返票。今天就可以接受企业的团体票申请。
所谓“降低门槛”，就是除了用工企业可以有组织地为务工人员办理团体票之外，所有务工人员只要凑够5人，都可以自行组团办理务工人员团体票。

第四步，支付取票。2013年12月21日7:00至22日23:00，用工企业可通过务工人员团体票办理网站自行查询和确认配票结果，选择“网上支付”或“窗口支付”。在网上支付的，支付成功后可凭乘车人二代身份证原件到任意窗口或自动售、取票机上换取纸质车票；在窗口支付的，可凭乘车人二代身份证原件直接支付取票。

攻略：12月22日前办理团体票成功率高
所有务工人员只要人数在5人及以上，都可以自行组团(以下简称“自组团”)办理务工人员团体往返票。办理的流程大致分三步：
第一步，提交购票需求。2013年12月11日至16日，自组团须明确1名经办人，并在办理站专口提交购票需求。提交时需提供经办人二代身份证原件、手机号码和所有乘车人二代身份证原件，同时经办人还要签署《订购务工自组团体票协议》。
第二步，组织配票。2013年12月17日至20日，铁路部门进行务工人员团体票配票。12306将向配票成功的自组团的经办人手机发送短信。
第三步，支付取票。自组团的经办人在接到12306配票通知短信后，可于2013年12月22日23:00前凭乘车人二代身份证原件到任意窗口支付取票。如果需要调整乘车人，仍需到办理站专口凭订单号和乘车人二代身份证原件办理。
2013年12月22日23:00后，逾期未支付的车票将返回售票系统，公开发售。
虽然错过22日还有其他补救措施，但铁路部门提醒，用工企业和自组团最好能够在12月22日之前办理务工人员团体往返票，成功购票的机会更大些。

在集中办理时间结束后，自2013年12月20日起，互联网、电话订票、车站窗口、代售点等将同步发售2014年2月24日前的学生票。
为了方便学生购票、取票，铁路部门将在自动售(取)票机上提供售(取)学生票服务。一是车站设置的自动售(取)票机均增加售(取)学生票功能；二是在部分规模较大的院校，经学校同意后，逐步设置自动售(取)票机，方便学生购(取)票。
需要提醒广大学生旅客注意的是，在自动售(取)票机上购(取)学生票，须提前到学校相关部门确认自己的学生火车票优惠卡内已写入姓名、二代身份证号码、乘车区间、入学日期等4项内容，方可在自动售(取)票机上购(取)车票，取网购车票时，还应确保学生优惠卡内信息与在12306网站注册时填写的信息一致。
