  已经进入深水区的教育考试招生制度会怎么改?高考改革具体又会怎样实施?是否有了时间表和路线路?昨天(6日),教育部副部长刘利民就这些问题,接受了中央台记者刘玉蕾的专访。


  面对记者的话筒,刘利民坦承地讲:当前我国考试招生制度的确比较单一,这就倒逼我们要明确梳理出改革方向,因为只有好的制度才能选拔出全面而有个性的优秀人才。


  刘利民:存在弊端的大致有三个,第一个考试竞价体系单一,第二考试评价方式单一,第三我们选拔人才的渠道单一。它核心的问题就是一考定终身。


  所以,此轮改革不同以往。刘利民强调:最大的不同,它不是单项、局部地改,而是系统性、综合性地改。包括全社会最为关注的“高考”,也要从整体上与小升初、中考、研究生考试等改革相衔接,在统筹考虑、整体设计的前提下一起改革。


  刘利民:考什么学生就学什么,你考什么学校就教什么,所以我们要落实党的教育方针,让学生能够得到德智体全面发展,同时还要展现他的个性发展,减轻不必要的课业负担,很关键一个就是我们把整个考试招生评价体系进行一次改革。


  据了解,在顶层设计的总体方案框架下,招考制度的总体方案包括小升初、高中学业水平考试、中考和高考改革办法等多个配套实施意见将于明年上半年发布,有条件的省份开始先行改革试点,目标是到2020年基本形成新的考试招生制度。


  刘利民:这里边打开三个层次,一个是形成分类考试综合评价多元录取的基本模式。一个是建立健全考试和招生相对分离,学生多次选择,学校依法自主招生,专业机构组织实施,政府宏观管理,社会参与监督的运行机制。三个就是沟通衔接各级各类教育,认可多种学习成果的人才成长立交桥。


  高考改革,可谓牵一发而动全身,也最受关注。近年来,高考改革的步伐逐渐加快。但是,综合素质评价能否客观真实?自主招生能否做到规范公平?这些质疑声不绝于耳。高考之路到底去向何方?


  刘利民说:社会最为关注的高考考试评价改革,要通过推行高中学业水平考试和综合素质评价,为高考科目、内容改革提供空间。未来高校选拔学生将不再只以一张高考成绩单为凭据,而要来一次“综合评价”。


  刘利民:考察合格还是不合格,另外一部分是考察成绩,这个等级表达主要是不采取百分制而避免分分计较,同时学生也根据个性,根据优势,根据兴趣选择一些科目来参加考试,这能够更加客观的反映这个学生的特点,就是你与众不同的地方。


  为引导学生选择适合自己兴趣、优势的课程,今后将探索减少高考考试科目、文理不分科、外语社会化考试一年多考。


  刘利民:外语考试我们想采取社会化的办法给学生一年多考的机会,而且你可以选择你最优的成绩,这样一来学生就不必在同一个时间高强度的复习来应试。


  在招生录取上,高校将逐步推行基于统一高考和高中学业水平考试成绩的综合评价、多元录取机制。刘利民同时强调:要严格管理,保证高校自主招生的科学、规范、公平。


  刘利民:大家不要担心,不要以为招生自主权给了学校就会出现什么问题,只要我们制度设计好,我们强调招生纪律,强调招生规范,而且把招生置于大众监督之下,阳光招生,我想这个问题可以得到解决。


  高考改革作为一项系统工程,还要最大程度地兼顾公平,刘利民指出:我国将继续向中西部贫困落后地区重点给予招生倾斜,并落实外地务工人员子女在符合条件的情况下能在当地升学高考。
