已经进入深水区的教育考试招生制度会怎么改？高考改革具体又会怎样实施？是否有了时间表和路线路？昨天(6日)，教育部副部长刘利民就这些问题，接受了中央台记者刘玉蕾的专访。
面对记者的话筒，刘利民坦承地讲：当前我国考试招生制度的确比较单一，这就倒逼我们要明确梳理出改革方向，因为只有好的制度才能选拔出全面而有个性的优秀人才。
刘利民：存在弊端的大致有三个，第一个考试竞价体系单一，第二考试评价方式单一，第三我们选拔人才的渠道单一。它核心的问题就是一考定终身。
所以，此轮改革不同以往。刘利民强调：最大的不同，它不是单项、局部地改，而是系统性、综合性地改。包括全社会最为关注的“高考”，也要从整体上与小升初、中考、研究生考试等改革相衔接，在统筹考虑、整体设计的前提下一起改革。
刘利民：考什么学生就学什么，你考什么学校就教什么，所以我们要落实党的教育方针，让学生能够得到德智体全面发展，同时还要展现他的个性发展，减轻不必要的课业负担，很关键一个就是我们把整个考试招生评价体系进行一次改革。
据了解，在顶层设计的总体方案框架下，招考制度的总体方案包括小升初、高中学业水平考试、中考和高考改革办法等多个配套实施意见将于明年上半年发布，有条件的省份开始先行改革试点，目标是到2020年基本形成新的考试招生制度。
刘利民：这里边打开三个层次，一个是形成分类考试综合评价多元录取的基本模式。一个是建立健全考试和招生相对分离，学生多次选择，学校依法自主招生，专业机构组织实施，政府宏观管理，社会参与监督的运行机制。三个就是沟通衔接各级各类教育，认可多种学习成果的人才成长立交桥。
高考改革，可谓牵一发而动全身，也最受关注。近年来，高考改革的步伐逐渐加快。但是，综合素质评价能否客观真实？自主招生能否做到规范公平？这些质疑声不绝于耳。高考之路到底去向何方？
刘利民说：社会最为关注的高考考试评价改革，要通过推行高中学业水平考试和综合素质评价，为高考科目、内容改革提供空间。未来高校选拔学生将不再只以一张高考成绩单为凭据，而要来一次“综合评价”。
刘利民：考察合格还是不合格，另外一部分是考察成绩，这个等级表达主要是不采取百分制而避免分分计较，同时学生也根据个性，根据优势，根据兴趣选择一些科目来参加考试，这能够更加客观的反映这个学生的特点，就是你与众不同的地方。
为引导学生选择适合自己兴趣、优势的课程，今后将探索减少高考考试科目、文理不分科、外语社会化考试一年多考。
刘利民：外语考试我们想采取社会化的办法给学生一年多考的机会，而且你可以选择你最优的成绩，这样一来学生就不必在同一个时间高强度的复习来应试。
在招生录取上，高校将逐步推行基于统一高考和高中学业水平考试成绩的综合评价、多元录取机制。刘利民同时强调：要严格管理，保证高校自主招生的科学、规范、公平。
刘利民：大家不要担心，不要以为招生自主权给了学校就会出现什么问题，只要我们制度设计好，我们强调招生纪律，强调招生规范，而且把招生置于大众监督之下，阳光招生，我想这个问题可以得到解决。
高考改革作为一项系统工程，还要最大程度地兼顾公平，刘利民指出：我国将继续向中西部贫困落后地区重点给予招生倾斜，并落实外地务工人员子女在符合条件的情况下能在当地升学高考。
