2013年12月3日中午，苏州市虎丘区通安镇一被拆迁居民家门口发生血案，导致拆迁公司负责人柳某等2人死亡，多人不同程度受伤，案件迅速引发社会关注。
苏州市公安虎丘分局政治处主任郑书琴介绍，这是一起刑事案件。3日10时许，某拆迁公司工作人员陆某、卞某等5人至潇湘路西侧、吕梁山路南侧的拆迁户范某家，欲商谈房屋拆迁有关事宜。范某及妻子顾某拒绝商谈，双方隔门窗争吵。其间，范某手持尖刀，情绪激动。卞某即电话联系公司负责人柳某。同时，范某也电话联系其儿子范某某要求带人将其接走。范某某遂带亲属8人赶至现场，范某一方欲离开时，遭到卞某等人阻挠，双方在路边发生争执、拉扯。
记者了解到，虎丘公安分局接警后，立即派员赶到现场。经劝说后，双方初步同意到派出所处理。此时，公司负责人柳某带胡某、吴某身藏伸缩棍赶至现场，对范某儿子用力推搡，致使事态迅速激化，双方发生扭打。其间，柳某等使用伸缩棍对范某及其妻子顾某、儿子范某某等实施殴打。与此同时，范某掏出身藏的尖刀刺中胡某胸口，胡某倒地。紧接着范某又追上柳某连刺两刀。
“胡某送至医院已经死亡，柳某经抢救无效死亡。从目前伤势鉴定情况看，范某及其子范某某均构成轻微伤，范某妻子顾某右手肱骨骨折，尚在治疗中。”郑书琴说，12月4日，范某因涉嫌故意伤害罪被依法刑事拘留；另一方除死者柳某、胡某外的6人因涉嫌寻衅滋事罪被依法刑事拘留。

范某某说，此前拆迁公司人员几次砸损家里玻璃，吓得父母不敢住在家里；为此几次报案，但都没有说法。“家里养了不少羊，父亲伤人用的刀是几天前为杀羊买的，过去家里的刀等都被拆迁公司的人扔到井里了。”他说。
记者了解到，自今年10月底以来，柳某曾多次带人去范某家中寻找范某，均未果。其中一次遇到了范某妻子顾某一人在家，便对其进行言语威胁，并将家中的菜刀、钉耙等物品丢入水井中。“近期，公安机关已组织力量抽干井水，打捞出菜刀。由于井底淤泥较多，其他物品仍在寻找中。公安机关将继续依法开展案件侦查工作，相关情况将及时向社会公布。”郑书琴说。
利益纠葛为何拖了10年

据虎丘区拆迁管理办公室主任沈锦龙介绍，范某家自2003年被列入拆迁范围后至今未拆迁。按政策规定，范某家可安置房屋面积208平方米，其提出要为在区外入赘做女婿的小儿子再安置90平方米房屋面积，此要求不符合当地拆迁政策规定。通安镇、村两级工作人员多次上门做工作，但范某始终拒不配合。拆迁公司进入后，也多次上门做工作，范某本人曾口头承诺于11月4日签约，但最终未签。12月3日，拆迁公司工作人员再次上门做工作时，发生冲突，引发上述案件。

另据记者了解，涉案的苏州中诚拆迁公司成立于2003年，具备房屋拆迁资质，2013年10月由通安镇安置补偿办公室委托开展拆迁工作。沈锦龙说：“双方签订协议明确约定，拆迁公司工作人员应遵纪守法、文明和谐地开展工作，如工作人员在工作时存在违法违纪、侵害他人人身及财产的行为，应由拆迁公司承担相关法律责任。”但在采访中，也有人反映这家公司在拆迁过程中确实存在有违上述要求的行为。
记者在虎丘区提供的书面材料上看到，2003年拆迁实施以来，涉及通安镇11个村3736户。截至12月3日，已经拆除农户3698户，占总户数98.98%。
惨痛教训令人反思
记者采访获悉，案件发生后，苏州当地党委政府高度重视，立即作出部署，要求虎丘区迅速依法处置。据虎丘区人民政府新闻发言人、副区长俞愉介绍，连日来他们全力以赴开展工作，主要采取以下三项措施：一是成立善后处理工作领导小组，全力以赴开展案件处置和社会稳定工作，二是做好善后安抚工作，三是加紧案件侦查。
处置仍在继续，但案件引发的诸多反思同样重要。俞愉说，政府在为悲剧深感痛心的同时，不回避在拆迁过程中存在的监管不到位之处，比如，对拆迁公司存在的不规范行为未能及时发现和制止。“对此，我们将深刻吸取这血的教训，认真总结和反思，诚恳接受社会各界对我们各项工作提出的批评、建议和意见。”俞愉说。
虎丘区拆迁管理办公室主任沈锦龙认为，当前拆迁工作中，一些拆迁公司虽然资质正当、手续合法，但监管困境不容小觑，“如何在拆迁过程中依法加强行之有效的管理，如何加强对拆迁人员的教育和培训，规范他们的职业行为，值得我们很好地研究和改进。”
分析人士认为，当前拆迁工作中，确实存在个别拆迁户因与拆迁方达不成协议而久拖不决现象，在这过程中，既需要有法律法规来约束被拆迁方，又要防止、制止拆迁人员威逼恐吓等不法行为的发生，这样的矛盾考验着地方政府依法行政的能力。政府一方面要坚持公平公开公正的原则，严格规范自身行为，对被拆迁人合法诉求实事求是地予以解决；另一方面也要善于运用法律手段，将拆迁行为在现有的法律框架下依法推进，以维护各方的合法权益。
