  经贸团成员3/4来自民营企业


  广东远大机械集团有限公司董事长黄文革只在经贸论坛开幕式上远远看到了李克强总理。这已经是经贸团众多企业家中靠前的位置了。


  虽然离得较远,但李克强在经贸论坛上的发言仍给黄文革和其他中小企业家留下深刻的印象。


  李克强为中国与中东欧经贸发展提出的三点建议中有一条与他们紧密相关:积极扩大企业双向投资。探讨签署产业投资框架协议,探讨建立中国-中东欧国家中小企业交流合作平台,举办中小企业投资促进政策研讨会。政府要创造条件,企业要开拓创新,共同促进中国-中东欧合作。


  这番话也令广西防城港市商务局局长黎江影“感动”。这次,他带着防城港市精心挑选出的5位民营企业家随总理经贸团出访,从近海地区飞跃欧亚大陆,“原本想着欧洲比较发达,会不会看不起我们,可是完全没有。”


  黎江影看到李克强走进会场,很多人争相去和中国国务院总理拍照,又听着总理“谦虚却掷地有声”的演讲,自己都觉得很自豪。


  据南都记者统计,此次随李克强出访的近300人经贸团成员中,3/4来自民营企业,其中大多数来自名不见经传的中小企业,他们来自轻工业、房地产、机械设备、食品、服装等多个行业。其中一些企业家已经不是第一次随国家领导人率领的经贸团赴国外了。


  “毕竟有国家领导人的头衔,这对于企业家有很大的吸引力。”自2009年起,中国中小企业研究院开始从事企业家随领导人外访的联系接洽工作。据院长肖强介绍,一般情况下这种随领导人出访的商贸团报名情况都很好,要进行筛选。


  此次肖强带着8位中小企业家赶在总理之前抵达罗马尼亚布加勒斯特。他一天也没闲着,借着随团外访的空闲日子,肖强为企业家们联系了多场和当地企业及工商会面谈的活动,作为团员的黄文革觉得沟通非常顺利,“罗马尼亚人很友好,对我们很信任”。


  在启程之前,李克强曾对媒体表示,此行就是要向中东欧国家重点介绍中国的装备制造。据报道,中国代表团此次在中国-中东欧领导人会晤期间,专门组织了高铁与装备展,该展吸引了中东欧16国政要及罗马尼亚当地近1.3万民众参观。


  “他们的街道、基础设施确实陈旧,也就是中国上世纪八九十年代时候的样子。”黄文革觉得,自己的公司尽管只是民营企业,但足以满足罗马尼亚对所需设备的一切要求。


  此行促成了黄文革和罗马尼亚当地企业达成“开采金矿”等初步合作意向。黄文革的公司有设备,罗马尼亚有资源,因为互补,双方一拍即合。


  大型经贸团诞生催生“中介行业”


  黄文革能够成为随团出访企业家不算巧合。


  “要看对方需要的是什么,我们政府出访的目的是什么。”据肖强介绍,行业的平衡需求、向外发展的意愿与互补性是选择随团企业的主要考虑因素。


  黎江影也对南都记者表示,防城港市在选择企业时首先考虑的是能体现防城港特色并有进出口业务的公司。


  早在几年前,贸促会还是少数几个从事该项工作的机构之一,其中一位工作人员介绍,彼时,除了“与出访国之间有经贸关系”外,“政治过硬守纪律”也是企业家随访的条件之一。


  随着中国加入世界贸易组织的过渡期结束,我国对外开放进入了新的阶段,开始由单纯的“引进来”向“引进来”和“走出去”相结合转变。除国有企业外,国家开始鼓励有资质的民营企业走出国门,而这些名不见经传的企业主们被世界认识和接受的最佳机会就是随领导人所携经贸团出访。


  在对外投资中异军突起的温州民营企业家正是在21世纪初“走出去”大潮中在海外站稳了脚跟。浙江企业的成功除政府在当地推出新政———对浙江企业赴国外进行资源开发提供资助这一原因外,频频随领导人出访恐怕也功不可没。据官方媒体报道,2005年9月,随时任国家主席胡锦涛访问加拿大的80名企业家中,浙江商人占四分之一,其中温州企业家占14席。


  随着“走出去”战略的不断深入,越来越多的民营企业家愿意加入领导人出访所组的经贸团,从早年几十人的经贸团发展到如今经常是几百人的经贸团规模。


  只靠政府部门挑选企业家已经顾不过来了,挑选条件和主体也随之改变。商务部外事司一名工作人员介绍,如今政府与企业之间不直接挂钩,企业的选择基本上交由不同的商会或民间经贸团体负责。


  肖强把自己正在从事的工作称做“大中介”。从前,商务部或贸促会主要负责挑选随访企业,现在则主要由这些“中介”挑选。南都记者发现,此次300人的经贸团被分为“贸发局、外贸司、国际经济技术交流中心、中国服务贸易协会、布加勒斯特工商会”等多个团组,每个团组有数十人到数百人不等,上述每个团组负责自己团组内的企业家。而肖强所在的中小企业研究院则隶属于布加勒斯特工商会。他估计,此次与中小企业研究院类似的“中介”机构应该有七八家。


  早在李克强总理出访两个月前,黄文革就已经收到了多家机构发来的随团赴东欧的邀请函。黄文革最终选择了中小企业研究院,原因是“以前就跟着他们出访过,和他们比较熟悉,有信任感”。


  全程费用自掏腰包


  据南都记者了解,按照惯例,此次出访企业家全程费用由企业自行负担。但多位参团企业家向南都记者表示:今后如有这样的机会还会参加。


  肖强介绍,随着相应的机会增多,能谈成合作,助推企业走出去已越来越成为企业家愿意随经贸团出访的首选理由。


  据黎江影介绍,防城港一些企业家已经与罗马尼亚红酒协会取得联系:东成食品有限公司则希望把波兰一种很有特色的陶瓷引进销售,这种陶瓷有浓郁的东欧特色,适合喝茶、喝咖啡。此外,东成公司还对波兰的地理位置从事海产品很感兴趣,下一步他们还会派人去了解从事海产品贸易的具体情况。


  还有一家湄江公司则希望到波兰去投资,从事连锁的餐饮或者房产贸易。


  随团的广西商贸厅也在到达这里后有了新的想法,广西每年在国外有三次展览,推介广西的出口产品,原来希望把地点定在巴西,现在发现中东欧的市场很大,而且跟中国的互补性更强,于是决定把展览搬到波兰。


  肖强团队里的很多企业家表示,此后还要来,哪怕不随领导人的团。黎江影表示,中国经济发展,积累了很多资金,这些资金要有出处,国外有很多项目“看好了就可以做。”
