“二恶英是一级致癌物，我们对数据不懂，听检测人员说挺高的。”一位曾看过检测报告的民警说。
据记者观察，在度山村，除了永强垃圾发电厂，还有一些钢铁、电镀企业，也存在一定的污染。
二恶英是否来源于垃圾焚烧呢？
永强垃圾发电厂属于浙江伟明环保股份有限公司旗下产业。对此，伟明环保董事会秘书程鹏解释说，二恶英的来源很多，只要有高温煅烧环节的都能产生二恶英，包括汽车尾气。
当事企业：垃圾无害化处理技术全国领先
程鹏表示，他们的垃圾处理技术处于全国前列，完全达到了国家排放标准。
他介绍了垃圾焚烧的整个过程：
一是垃圾焚烧系统。垃圾发电厂处理的都是生活垃圾，目前我国还不能将生活垃圾分类处理，都是直接焚烧的。垃圾入库后，要先经过几天发酵，然后抓进垃圾炉。系统控制炉温不低于850℃，因为二恶英在850℃以上2秒就分解了。炉温如果低于850℃将产生大量二恶英。
二是烟气净化系统。通过石灰脱酸、活性炭吸附和布袋除尘3个步骤，以消除烟气中的硫氧化物、氯化氢、重金属、二恶英等。
追问：是否存在操作不规范情形？
垃圾发电厂的收入来源于两块，垃圾处置费和电费。
村民和民警们普遍反映，发电厂的烟囱白天烟雾较少，但到了晚上熏得人难以呼吸。
他们怀疑，发电厂有没可能为了节约成本，在部分时段未按照规范操作呢？
朱会长告诉记者，度山村村民有的在发电厂上班，曾透露发电厂白天有放“药”，晚上就不放了。
村民嘴里的“药”是什么呢？程鹏说，如果炉温过低，就要喷柴油，但这是系统自动控制的，不存在人为因素。
“伟明集团是负责任的企业，每天24小时操作流程都一样，不存在白天晚上的区别。”程鹏表示。
他说，是否其他企业的影响也难说。
环保部门：
警犬大队门口二恶英为限值6.6倍
微博发出后，温州环保局立即介入调查。
据温州市环保局副局长胡正武介绍，受他们委托，浙江省环境监测中心站早在今年10月15日至17日就来做了监测。监测包括3项内容：焚烧炉排放的二恶英，以及周边土壤、空气中的二恶英含量。
12月2日，监测报告出炉：
当天两个焚烧炉排放口的二恶英含量分别为0.09和0.02纳克每立方米。根据国家《生活垃圾焚烧控制标准》，二恶英排放标准为1纳克每立方米。
周边的7个环境空气监测点，包括垃圾焚烧厂内、警犬大队门口、看守所门口、武警训练场等地。结果显示，其中4个点处于0.5到0.6皮克(1纳克=1000皮克)每立方米之间，最高的点在警犬大队门口，为3.98皮克每立方米。
根据美国和日本的空气质量标准0.6皮克每立方米，警犬大队门口的二恶英含量为限值6.6倍(我国目前尚无环境空气中二恶英浓度的标准)。
胡正武说，他之前也纳闷警犬大队门口的二恶英含量为什么这么高，后来才明白，烟囱是高空排放的，可能往远处降落了。
被要求安装大型电子显示屏实时公示
据了解，温州每天产生垃圾3000多吨，按照目前的处理能力，还存在几百吨的缺口。而伟明环保在温州市区有3家垃圾发电厂，日处理能力约1600吨，占了半壁江山。
温州市环保局副局长胡正武说，“垃圾发电是目前处置垃圾最有效手段，国际常用的。”
为了提高垃圾处理能力，目前永强垃圾发电厂正准备上二期工程。“到时新厂带旧厂，同步改造工艺。”胡正武表示。
在胡正武看来，垃圾发电的流程是设计好的，“就看操作，如果规范了肯定在国家排放标准内。”
他说，目前温州环保部门监管的技术能力还不够，“可以监控焚烧炉的温度和用料多少，但监测不了最终的二恶英排放量，只能请省里来抽查。所以没法实时监测。”
温州环保局表示，不能忽视垃圾发电厂对环境中二恶英的贡献量。今后必须加大监管力度，加强日常监管，督促企业规范化流程，改良设备，一旦发现违规严厉惩治。
目前，温州环保局已要求永强垃圾发电厂在门口安装大型电子显示屏，对炉膛温度、一氧化碳、含氧量等因子进行在线监控并实时公示，接受环保部门和公众监督。
