有中国联通内部人士对此表态称，目前技术标正在规划制定中，预计将在年底左右联通将正式启动4G招标。
不过，该人士同时表示，中国联通2014年网络建设依然，依然主要是将现有WCDMA网络升级。中国联通总经理陆益民日前表示：“年底前中国联通全网开始升级DC-HSPA+ 42M网络，国际上很多国家都称为4G网络”，“和4G感受不到差别，大家不要觉得中国联通没有声音”。
不过随着中国移动与中国电信相继启动4G宣传，中国联通在FDD/TDD的混合组网测试也在加快。
截止目前，中国联通已在北京、上海、广州、南京、重庆、深圳、厦门等城市部署了4G试验网。今年10月，中国联通开始向各家设备厂商发出了4G网络设备招标计划，首次集采计划采购4G基站5.2万个，其中TD-LTE基站1万个，FDD-LTE约4.2万个（占比约8成）。
不过业内预计，中国联通FDD/TDD 4G规模建网要到明年第三季度以后。
