为使长假安排科学合理，上个月，全国假日旅游部际协调会议办公室在多次征求社会意见的基础上，通过新浪、搜狐、腾讯等6家网站开展问卷调查，就三套调休备选方案公开征求意见。312万余名参与调查的网民中，只有第三套方案获得半数以上支持。这套方案保留春节和国庆两个7天调休长假。
北京交通大学教授、国民旅游休闲纲要专家组长石培华说，公布的放假安排是目前条件下统筹兼顾的优选方案。这种调整顺应民意、顺应发展新变化和新需求，是对法定节假日制度的不断优化。
“我认为方案三是一个比较好的方案，回归了节日休息或纪念活动的本位。春节调借周末形成7天长假是必要的，符合春节这个重要的传统节日家庭团聚的要求。”中国人民大学公共管理学院教授董克用说。

专家认为，明年的休假安排既考虑了人们的长假休闲需求，保留了春节与国庆7天长假，也通过顺接与调借，合理安排清明、五一劳动节、端午节、中秋节三天小长假。
长假前后不再出现超长工作周
“本次调整的方案有两个特点：一是可以解决连续工作时间过长的问题；二是解决调休过乱的问题，让节假日更顺其自然。”石培华说。
往年，7天长假之前或之后的连续工作日会超过5天的超级工作周，引起部分上班族的抱怨。明年春节长假之前的连续工作日只有4天，之后连续工作日为3天；国庆节长假之前连续工作日为3天，节后连续工作4天。
董克用说，春节、国庆只有3天法定假日。同以往调借节前或节后连续两个周休日做法不同的是，现行放假安排力求不打乱社会工作和生活节奏，采取调借节前和节后各1个周休日的做法，形成7天小长假。这既有利于远距离探家或远游，又避免出现节前或节后工作周过长的问题。
石培华表示，我国节假日是按照传统的农历和现行的公历安排在固定的日历时间，有时与周末日衔接不上，近年来群众已习惯节假日与周休日连休，因此有必要继续实行调休。
他说，假日制度是社会的基本制度，涉及社会生产生活正常运行，涉及公共服务、公共安全，因此需要政府高度重视和推动。假日制度要与国情和发展阶段相适应，体现经济社会发展水平。假日制度涉及每个国民的利益，也涉及到单位生产成本，需要统筹考虑各方面因素。
落实职工带薪休假制 破解黄金周拥堵难题
近年来，法定节假日集中出行导致一些地区交通和景区拥堵，调休则造成节前或节后连续长时间工作，而供求失衡带来旅游质量下降和价格上涨等一系列问题。
对此，董克用建议通过各种方式，督促用人单位切实落实有关带薪年休假法规。这样既可保障劳动者的权益，又避免全国同时休假出现交通和旅游高峰。
石培华说，“要真正解决黄金周人满为患的问题，的确需要落实带薪休假制等措施，以更分散均衡地配置旅游资源。但也需要增加旅游景区，特别是适宜休闲度假的旅游产品，不断完善节假日安排，提高旅游相关行业公共服务与管理水平。”
他建议制订出台相应的扶持带薪休假鼓励政策：“能否考虑在春季、秋季增加学生两个5天假期，减少暑假和寒假各5天时间。这样有利于形成与长假对接的假期，方便家庭组织休假。”
一些专家在接受新华社记者采访时表示，“只有真正落实带薪休假制度，让人们根据自己的个人与家庭需求，自由安排出游时间，才能大大缓解节假日期间人流集中出游对景区造成的压力，提升人们休闲旅游生活质量”。
