本报讯(记者 杨冰)12月10日，市政府召开两江新区承接市级审批权限动员实施大会，正式将283项市级行政审批等管理事项和权限下放两江新区。市委常委、常务副市长翁杰明，市委常委、两江新区党工委书记、管委会主任凌月明出席大会并讲话。
据悉，市委、市政府历来高度关注两江新区行政审批改革和权限下放工作。2011年9月，市政府集中下放52项市级审批管理权；2012年4月，13个入驻市级部门共委托或授权行政审批权118项；此次市政府统一授予283项审批管理事项，基本实现了“充分授权、应放尽放”。至此，两江新区已具有比较完整的省级政府经济项目审批权限，近期审批效率将提高25%以上，如工商登记当天办结率达到100%，当场办结率达到98.2%。未来，随着全面实现“新区事情新区办”，审批效率将会进一步提升，为市场主体提供一流的政务服务。
翁杰明在会上指出，两江新区作为全市改革开放发展的“排头兵”，开发建设是全市工作的重中之重。充分放权两江新区有利于打造行政效率最高、市场活力最强、转型升级最快的国家级开发开放新区。市级有关部门要按照市政府要求，抓好工作交接，推进市级行政审批权全面有序下放，并加强对两江新区的业务指导和后续服务，保障下放权限高效阳光运行。两江新区要抓住机遇，用活用好承接的市级审批管理权限，倾力打造内陆开放高地建设的“主战场”和“桥头堡”，成为助推重庆经济社会加快发展、科学发展的强大“引擎”。
凌月明在会上表示，此次市级审批权限下放，对两江新区既是难得的机遇，更是沉甸甸的责任。两江新区将不负重托，以高度的政治责任感全面做好承接工作，并发挥两江新区先行先试优势，以改革创新的精神高效履行好市级行政审批和管理权限，创新制定审批标准，切实提高审批效率，实行集中审批，探索网上审批等。同时，两江新区将加强效能监察和廉政风险防控，以有效监督确保权力在阳光下高效运行。

为行政审批工作人员确立“十不准”规则
本报讯 (记者 杨冰)12月10日，在承接283项市级审批权限之后，两江新区随即出台了行政审批监督管理办法，以确保建设“廉洁高效、阳光透明”的行政审批服务环境。
根据该办法，两江新区的行政审批工作人员将遵守“十不准”规则，即不准索取或收受礼金、礼品、有价证券、好处费、感谢费；不准在行政审批申请人处报销费用；不准违规向行政审批申请人推荐、指定中介机构；不准不按规定公开审批信息；不准推诿扯皮，损害两江新区政务形象等。
此外，两江新区将推行行政审批标准化管理，行政审批部门对每一项行政审批事项的项目名称、实施主体、审批依据、申请条件、收费标准等实行标准化管理，做到科学、规范、明确。
两江新区管委会还将加强行政审批电子监察，充分发挥系统实时监控、预警纠错、绩效评估、辅助决策的作用。
对违反“十不准”规则的人员，视情节将给予约谈主要负责人、通报批评、通报上级主管部门、纪律处分的处理，涉嫌犯罪的，将被移交司法机关处理。两江新区管委会在接到实名投诉后，受理部门应当在10个工作日内将处理意见书面告知投诉人。
