Banned adjust State-level nature reserves in China

　　规定指出，国家级自然保护区是指在国内外有典型意义、在科学上有重大国际影响或者有特殊科学研究价值，并经国务院批准建立的自然保护区。国务院环境保护行政主管部门负责国家级自然保护区调整监督管理工作。国务院有关行政主管部门在各自的职责范围内负责对国家级自然保护区调整管理工作。

　　规定要求，调整国家级自然保护区原则上不得缩小核心区、缓冲区面积，应确保主要保护对象得到有效保护，不破坏生态系统和生态过程的完整性，不损害生物多样性，不得改变自然保护区性质。对面积偏小，不能满足保护需要的国家级自然保护区，应鼓励扩大保护范围。自批准建立或调整国家级自然保护区之日起，原则上五年内不得进行调整。调整国家级自然保护区应当避免与国家级风景名胜区在范围上产生新的重叠。

　　规定强调，因擅自调整导致保护对象受到严重威胁和破坏的，对相关责任人员，国务院环境保护行政主管部门或有关自然保护区行政主管部门可向其所在单位、上级行政主管部门或者监察机关提出行政处分建议。对破坏特别严重、失去保护价值的国家级自然保护区，可按照批准设立的程序报请国务院批准，取消其资格，并追究相关责任人员的法律责任。
