汽车租赁经营者不得向承租人提供驾驶劳务；不得沿途揽租；不得向承租人提供租赁车辆用于道路运输经营活动；不得利用租赁车辆从事道路运输经营活动。违反上述规定的汽车租赁经营者，将被责令改正，处3000元以上两万元以下罚款，拒不改正的，责令停业整顿；情节严重的，可吊销经营许可证。
另外，禁止货运汽车、拖拉机、摩托车、残疾人机动轮椅车、电动自行车等从事客运经营，今后执法部门将严厉打击。
驾校

《条例》规定，驾校不得在未经核定的场所开展培训，而教练车应当有统一标志，并取得道路运输管理机构核发的证件。若违反规定的，机动车驾驶培训机构将被处5000元以上两万元以下罚款，可以并处责令停止招生1个月以上6个月以下，情节严重的，吊销经营许可证。
教练员不得收取学员财物，酒后教学，使用非教练车辆从事驾驶培训，或者在教学期间离岗。若违反规定的，该教练员将被处500元以上3000元以下罚款；情节严重的，吊销训练员证。
汽修
偷梁换柱可能被吊销经营许可
有媒体曾曝光过汽修厂或4S店的一些偷梁换柱的经营行为：明明是做保养，却借故把好端端的变速箱给换了。对此，《条例》规定，机动车维修企业禁止：承修已报废、无牌照的机动车；使用假冒伪劣机动车配件维修机动车；擅自利用机动车配件拼装、改装机动车；超核定范围维修机动车；签发虚假机动车维修合格证件；擅自更换托修机动车上完好部件；未按照规定执行机动车维修质量保证期制度；未按照有关技术规范进行维修作业；虚列维修作业项目或者收费后不予维修。
其中，如果汽修厂擅自更换了机动车完好部件的，将处5000元以上两万元以下罚款；情节严重的，责令停业整顿1个月以上3个月以下，拒不整改的，吊销经营许可。
