肖亚农，男，现年60岁，河北省定兴县人，案发前曾先后担任天津市东港海关关长、天津海关副关长。1995年至2010年间，肖亚农利用职务便利，通过以明显低于市场价格购买房产、为特定关系人以明显低于市场价格购买房产的形式，先后非法收受贿赂款共计462.6万元。肖亚农身为国家工作人员，不能说明来源的财产人民币120.4万元、美元2.8万元、港币15.6万元、日元33万元。
法院一审判决认为，被告人肖亚农利用职务上的便利，为他人谋取利益，非法收受他人贿赂款，数额特别巨大，其行为构成了受贿罪；身为国家工作人员，其家庭财产及支出明显超过合法收入，差额巨大，不能说明财产来源，其行为构成巨额财产来源不明罪。
