　　本报讯 (记者耿旭静) 碳排放权有偿配额下周一将开拍了！昨天，广东省发改委发布《2013年度广东省碳排放权配额有偿发放公告》，根据公告，广州碳排放权交易中心(以下简称广碳所)将于12月16日举行2013年度有偿配额竞价发放，首批拍卖的有偿配额量为300万吨，竞买底价为每吨60元人民币。今后将陆续推出有偿配额进行拍卖。

　　据悉，此次发放时间为2013年12月16日9:30-11:30，13:30-15:30。竞买人除了242家纳入广东省碳排放权交易试点范围内的控排企业和新建项目企业，其他自愿申请纳入配额管理的排放企业也可以加入竞拍行列。控排企业可竞拍2013年度配额总量的3%或以上；而新建项目企业竞拍量为建成后预计年度碳排放总量的3%。

　　今年广东碳排放配额总量约为3.88亿吨(1吨配额等于1吨二氧化碳排放)，其中0.29亿吨有偿配额及储备配额将拍卖。按照方案，首批控排企业为电力、钢铁、石化和水泥四个行业的242家。
