“鹊巢鸠占”政府大楼竟成娱乐城
一眼望去徐闻县畜牧局办公大楼就是一个豪华歌舞娱乐城。这栋位于徐城镇城东大道上的九层建筑，一至六层装饰一新，宽敞气派的正门口上方树立起几个鎏金大字——皇朝太子俱乐部。外观上丝毫看不到政府办公大楼的气息。

大楼出租给皇朝太子俱乐部为转租形式。该俱乐部负责人提供了一份2012年6月25日签订的“楼房转租合同书”，显示转租标的物为“畜牧局大楼一至六层、第九层2个房间及阳台”等；期限为“2012年7月1日至2020年6月30日”；经营范围及项目则包括“旅业、娱乐城”等。
皇朝太子俱乐部的转租程序及手续显示，所有约定均按合同的有关规定来执行。
皇朝太子俱乐部法人代表王洪说，出租合同明确了可经营“娱乐城”，他也征求了文体局等主管部门，确定无疑之后，才敢大规模投入，整个装修等前期投入花了上千万元。

工商称“不办理营业执照就是渎职”
国家明令禁止“党政机关办公用楼商业经营和出租”。早在2007年，中纪委等七部委联合下发《关于开展党政机关办公楼等楼堂馆所建设项目清理工作的通知》，对此有专项要求。此外，国务院和文化部也明文规定“娱乐场所不得设立在党政机关周围”。
在这样的背景下，位于徐闻县畜牧局大楼的歌舞厅经营却一路绿灯，从未间断。这其中，徐闻县为此多次召开的“联席办公会”起了决定作用。
2007年6月，徐闻县政府召开第十四届第四次县府常务会议，决定同意“从县畜牧局办公楼一至六层楼房承租受益部分，全部用于偿还畜牧局办公楼工程欠款”。基于该会议精神，徐闻县畜牧局与承租人于2009年8月签订了延期租赁及补充协议书，并允许经营“娱乐城”等。
徐闻县文体局是“娱乐场所”审批管理的主体部门。该局副局长唐赵芳说，畜牧局办公大楼出租经营娱乐场所，显然不符合国家的有关政策。但最终同意审批，主要是基于县政府的“联席会议”决定。
唐赵芳所说的这个“联席会议”，指的是徐闻县政府于2013年6月25日召开了“研究皇朝太子俱乐部审批”的会议。这次会议有包括“纪委、公安、检察、消防、卫生、文体、环保、工商、畜牧”等10多个部门参加。
这期间，徐闻县畜牧局还专门出具了一份公函，证明“皇朝太子俱乐部营业时间从晚上7时至凌晨2时，不影响我局白天上班办公秩序”。
工商是最后把关部门。徐闻县工商局副局长谭进略说，皇朝太子俱乐部“卫生、消防、环保及文化等部门的审批手续最后都齐全了，我们不办理营业执照就是渎职”。
超预算建楼导致工程欠款是“祸首”
2013年7月底，皇朝太子俱乐部拿到了营业执照正式开张经营。不久，有媒体报道了这家豪华歌舞厅的一次“查毒”行动，这座政府办公大楼形象因此受损，人们开始追问政府大楼为何经营歌舞厅。
政府职能部门建办公楼应有严格的立项及预算控制。但徐闻县畜牧局综合大楼工程项目计划表显示，该项目预计总投资350万元，总规模建筑面积达4800平方米，其中办公用仅为450平方米，其余为会议室、仓库、资料室等。大楼工程结算书显示，最终超预算130多万元，这些成为了工程欠款。欠款久拖不决让畜牧局官司缠身。
出租并允许经营娱乐场所成了还债的“救命稻草”。2007年开始，徐闻县畜牧局分别就此向当地政府和人大机关请求援助。畜牧局没有等来上级“救款”，但最终得到了徐闻县政府和徐闻县财政局同意可“延期租赁并允许经营娱乐场所”用于偿还债务的权限。
如今，这种有违国家政策及中央精神的“出租经营”，让各方陷入尴尬。大楼承租方及“娱乐城”投资人均有包括公证在内的完整合法手续，这些资产投入共计上千万元。王百湖建议，可让畜牧局搬出去租房办公；或把大楼拍卖，划拨一块地另建一栋办公楼。“每天与歌舞厅在一栋楼办公，脸也挂不住。”
