掇刀公安分局副局长张先茂介绍，经历半年的辗转追踪，侦查专班成功抓获涉案嫌疑人15名。2013年4月，在武汉某大学就读的钟祥籍学生胡斌、江坤因手头紧张，将目光盯向了销售高考作弊器材这一暴利活动。胡斌便在网上联系“山东创视”销售商张为和“华强电子”销售商王何，先后购回两个发射器、90个“橡皮擦”式接收器。
张为和王何的共同“上线”为山东临沂人郑士。同时张为还从程农、王玉两人手中“进货”，从2011年起，程农就伙同王玉在深圳以“睿智教育无线数据传输”公司名义向全国各地销售作弊器材。

9月初，杨君、周浩迫于警方强大的追逃攻势主动投案自首，并对犯罪事实供认不讳。自此，涉案的15名犯罪嫌疑人全部落网。
