中共中央办公厅、国务院办公厅近日印发新修订的《党政机关国内公务接待管理规定》，规定对公务接待上燕窝鱼翅、用私人会所、发放土特产等明令禁止。
近日，记者采访党政机关、酒店、旅行社、私人会所等获悉，虽然“八项规定”出台后，公款吃喝得到了一定程度的遏制，但公务接待仍然呈现一些乱象。规定出台为公务接待划定标尺，一位公职人员坦言，“还需要一步步出台很多配套的改革措施，否则人们就会挖空心思去规避新规。”
“领导光顾，会带来三四桌消费”
曾在济南某高档餐饮会所工作的销售经理孙磊(化名)透露，在“八项规定”出台之前，会所生意很好，他本人的收入也高，平均一年收入在16万元左右，比他收入更高的非管理岗位普通销售经理的年收入达到20万元。今年，他的收入降至6万-7万元，不足去年的一半。
规定指出，公务接待不得使用私人会所，但孙磊估算，会所日常营业额中，60%-70%与党政机关的公款消费有关。每单公款吃喝还会带来连锁反应。某一位领导来吃饭，往往一个部门的人来陪同，而其他的部门也会闻风而动。孙磊常见到，一名级别较高的领导来吃饭，会有很多冲这位领导来的人在该酒店订桌，导致这些领导一晚上经常“串桌”，多的要串三四桌。
“燕窝鱼翅也不是每桌都上，只是偶尔。”孙磊说，比较好的鱼翅800多元/位，燕窝1000元/位。像鱼翅是稍带腥味的，菜凉了客人就不愿意吃了，据他观察能吃掉的只有约1/3。有的客人吃腻了这些高端食品，对家常菜更有感情，他和同事会特地记着某位领导喜欢的菜，像咸菜丝、榨菜。燕窝鱼翅倒纯粹成了“用来撑金额的，没有这些不好看”。
严控“三公经费”之前，孙磊见到的消费额最大的一单，4个人一顿饭吃掉3.2万多元，酒店里拿得出手的菜都点了。
有单位正在改造升级内部食堂
过去，许多酒店常打着“政府定点酒店”的招牌揽客，现在恐怕都要躲躲风头。
“一般单位都会有自己的饭店或者是定点的饭店。”一位机关工作人员透露，去定点酒店吃饭，一般先签个审批单后去消费，回来报销即可。“因为关系熟络，容易结算和保密。”
“八项规定”后，许多单位把用餐地点转移到了单位食堂。
新规要求，各级党政机关不得以任何名义新建、改建、扩建内部接待场所。但据知情人士透露，目前就有不少单位正在改造升级单位食堂。据记者观察，一些单位的食堂条件不错，有套间和专门的服务员，菜品考究。
单位自己投资建设的餐饮单位，作为内部接待场所，“由政府发工资、拨款”。一些地区已对这些餐饮单位“动刀子”。
开个会，根据领导级别发不同衬衣
规定要求，不得以任何名义赠送礼金、纪念品和土特产等。但相当一段时间，送纪念品、土特产几乎成为惯例。
“开会发纪念品很正常”，我省西部某市一名基层公务人员说，比如发衬衣，根据与会工作者身份不同，衬衣价格也不同，普通的百元左右，稍贵的两三百元，还有更贵的，“根据领导级别决定发什么样的衬衣”。有时还会发水杯、被子等，“这些东西的费用，因到会人数的不同而不同，估算下来应该是笔不小的开销”。
部分旅行社也涉足其中，开发旅游纪念品销售。省内某旅行社副总张丽(化名)透露，以往很多厅局、处室都有自己的采购“定点”。
规定中还要求，公务外出确需接待的，派出单位应当向接待单位发出公函，告知内容、行程和人员。这将对规范公务接待起到极大的作用，“原来多数来访没有公函，来了就接待，没有限制”，省城一名公职人员说。
按照新规定，“接待费报销凭证应当包括财务票据、派出单位公函和接待清单”，这就强化了公函的作用，“以后没公函的，我们都不接待了”。
厅级干部住套间“很常见”
张丽在常年与旅游市场打交道中，深谙公务旅游内情。她告诉记者，2012年底中央“八项规定”出台之后，威力日益显现，2013年上半年，有的单位还有一些“小会”交给旅行社组织，找个山清水秀的地方开两天会发点礼品，下半年则连这些“小会”也没有了。
而在此前，借机旅游是普遍现象，济南市政府部门内部事务管理人员也透露，一年前，除了学习考察，都要到大明湖、趵突泉转一转。新规明确要求，接待单位不得超标准接待，不得组织旅游和与公务活动无关的参观。
住宿方面，新规要求党政机关公务人员用房以标间为主，接待省部级干部才可安排普通套间。张丽说，在此之前，公务团超标安排的情形比比皆是，厅级(包括副厅级)领导外出，接待单位和随行人员为其开套房很常见，处长也要开单间。新规出台能否“刹车”不好说，要看接下来的市场反应。
基层公务员： 落实新规 要强化监督问责
八项规定后，确实有不少单位的公务接待有所收敛，规定的出台又上了一道“金箍”，“以前哪些饭该吃，哪些不该吃，能不能吃，能吃到什么程度，都没数，现在有了细致规定，心里有数了”，一位公务人员说。
但也有基层单位工作人员感到困惑。“公款吃喝，不是敢不敢的问题，也不是下面的人想接待”，基层公务员小吴说，“比如我们本来也不想接待，但是人家来了，你好意思让人家自己出去吃吗？”
“再如规定里要求不能吃燕窝鱼翅，我吃什么，你怎么知道。我不吃这个，是不是可以吃别的？吃更贵的呢？吃便宜的，但是花更多的钱呢？”小吴感叹。
小吴认为，新规定初衷是好的，但关键在落实，例如有关陪同人数的限制，谁去数，谁去核查？他认为，要彻底整治行政机关的工作思路和工作效率，一是要公开财政预算，每一笔财政支出。二是加强媒体舆论的监督，对于发现的问题，敢于问责。
目前我省已出台相关措施。山东省财政厅、山东省监察厅日前出台文件，推动县级政府公开公务接待经费。要求从10月起，每市确定一个县(市、区)开展县级政府公务接待经费公开试点工作，全省共17个县。
公开的主要内容包括试点单位制定的公务接待管理制度、经费预算、经费实际支出和经费决算。试点时间从今年10月起到2015年6月结束。2015年3月底前，向社会公开2014年度公务接待经费决算。具体明细将在试点单位门户网站或其他外部媒介进行公开。
