这段视频记录了12月8日早上8点20分许，一名男子在物流广场外一家早餐店吃早饭，后有执法城管来拉走了早餐店的火炉。该男子上前跟城管理论，被十余名城管队员揪住头发围殴，期间有群众阻止，也被城管队员推搡。
荆州市荆州区委宣传部发来情况说明称：12月8日上午，荆州区城管局执法人员在城管专项整治行动中，因方法简单，与当事人亲友发生肢体冲突，造成不良影响。目前，荆州区已责令区城管局对负责此次执法行动带队的相关责任人作停职处理，并接受调查。
《说明》称：12月8日上午9时左右，荆州区城管局执法人员对辖区内郢城镇207国道占道出店经营门店进行专项整治时，执法人员与占道经营的早餐业主谭某发生争执，正在整治现场的谭某姐夫税某与执法人员发生纠纷和冲突，引发众人围观。事发后，当地政府、公安、交警等相关人员第一时间赶到现场，对伤者实施救治，疏散围观人群，疏导交通秩序，截止目前，伤者病情稳定。
《说明》表示，目前，由公安局组成的专班正在对事情作进一步调查核实，荆州区政府明确表示，待事情调查结束后，将依法依纪依规对相关人员进行严肃处理，决不姑息迁就。
