昨天，环保部有关负责人称，环保部近日发布了《中华人民共和国环境保护部公告2013年第73号》，下放部分项目环评审批权限。环境保护部此次下放环评审批权限的建设项目共25项，主要是基础设施类和环境影响较小的项目，如分布式燃气发电、城市快速轨道交通、扩建民用机场、抽水蓄能电站等项目。他表示，这些项目的环评审批权限下放后，将有利于调动地方积极性，缩短审批流程，提高审批效率，推动经济和社会发展。
敏感复杂项目保留审批权
在下放基础设施类项目环评审批权的同时，环保部将继续严格跨区域流域、环境影响重大、敏感复杂建设项目的环评管理，保留这些项目的环评审批权限。这些项目包括“两高一资”和产能过剩的燃煤火电、钢铁、电解铝项目，存在较大环境风险的核与辐射项目，对生态影响突出的水电、有色矿山开发、千吨级以上通航建筑物内河航运、国家级自然保护区和风景名胜区内投资5000万元以上的旅游开发和资源保护项目等，也包括涉及重金属排放的新建和扩建铜、铅、锌冶炼项目，以及铬盐、氰化物生产项目等。

北京公众与环境研究中心主任马军表示，环评过程公开有利于制衡地方审批。“原来都交给环保部，也不一定像大家想象的都是那样严格。”马军说，环保部人员有限，每天面对的项目非常多，解决这个问题，一方面环保部门加强力量，另外就是打开环评这个过程，让更多的力量参与进来，更多地去制衡。

环评报告书将全文公开
京华时报讯昨天，环保部通报，在下放25项建设项目环评审批权限同时，还将配套印发《建设项目环境影响评价政府信息公开指南》和《关于切实加强环境影响评价监督管理工作的通知》两个文件。根据“环评信息公开指南”，明年1月1日起，环评报告书全本、政府承诺文件等环评信息都将被公开。
“公开环评报告书的全本是我们一直在推动的。我觉得这是公众参与的一个非常重要的基础。”北京公众与环境研究中心主任马军说。
据悉，《通知》对环评从业机构和人员弄虚作假的行为实行“零容忍”，一经发现立即吊销资质；对建设项目未批已建成、未验已正式投产等突出违法行为提出“双移送”措施，除依法查处建设项目违法行为外，同时对其中由国家行政机关任命的相关责任人员，及时移交纪检监察部门追究其党纪政纪责任。
