　　2012年，河南省社科院超预算支出653万多元。同时，超标准列支102万多元的业务招待费，挤占了公务费。

　　河南省社科联也存在超限额列支招待费问题，有16万多元主要用于组织专家开展学术活动。同年5月，该单位还收到财政拨入“省社科联第八次代表大会会议经费”140万元，截至审计时该项目仍未实施。

　　一天前的12月10日，审计部门公布的河南省科学院、河南省政府发展研究中心2012年度预算执行和其他财务收支，也存在类似问题。

　　2012年，河南省科学院在项目支出中违规列支各种费用192万多元，用于会议费、慰问费、宣传费，以及项目、职称评审费。其中，其他零星维修费、招待费等费用67万多元。

　　河南省政府发展研究中心，在2012年列支办公用品2.4万多元，却无物品采购清单和入库手续；支付课题招标会议费等14万元，却无会议预算等相关资料。(完)
