深圳政法委一副巡视员被举报索贿80万嫖娼40次
深圳市政法委副巡视员王某意被查，目前案件已经进入审查起诉阶段。昨日，深圳市人民检察院向南方都市报记者证实了这一消息。简历显示，王某意长期在深圳市政法委工作，2010年任深圳市政法委副巡视员，为局级干部。据了解，王某意被查源于一公司负责人实名举报，王自称能在一单法院执行案件中提供便利条件，索贿80万元。王收钱后未能起到“帮忙”效果，被人偷拍下索贿和嫖娼的录音录像，终于引起纪检部门重视。

合同起纠纷 仲裁引争议
南都记者获悉，王某意的落马与深圳一公司负责人的实名举报有关。南都记者昨日联系上这名举报人，了解到部分案情。举报人称，王某意以能在一宗法院执行案件中提供便利条件为由多次索贿，举报人录下二人谈话的录音，并且拍下部分去东莞嫖娼的视频，这些证据线索最终引起纪检部门重视。
举报人陈利(化名)是福田保税区一家公司的负责人。他告诉南都记者，2001年5月，其所在的公司与湖南建总深圳分公司签订了位于深圳保税区的某大厦施工合同。双方约定工程造价为1800多万元，工期为180天，竣工日期为2001年12月8日，每延误一日，处以总价款万分之五的违约金。因为种种原因，该工程直到2005年10月25日才竣工验收合格，并在政府登记备案。
2004年12月，在该工程竣工验收尚未定论的情况下，湖南建总深圳分公司向深圳市仲裁委申请仲裁，要求陈利所在公司赔偿1500余万元剩余工程款以及相关费用。2005年3月，陈利也向深圳市仲裁委员会申请仲裁。陈利认为，湖南建总深圳分公司没有按合同约定的工期按时竣工，严重拖延工期达940多天，构成了违约，给其造成了严重损失，应赔偿其违约金、律师费、经济损失等共计近2000万元。
2006年9月，深圳市仲裁委做出裁决，驳回陈利所在公司全部仲裁请求，并应支付湖南建总深圳分公司工程款1200万。陈利对裁决不满，随后向深圳市中级法院提出申请撤销仲裁裁决书并申请不予执行。

帮忙协调 开口索贿
就在陈利对这起仲裁案件深感头痛的时候，一名中间人找到陈利，称一名在市政法委工作的领导“非常关心这个案件”，并“愿意出面协调解决”。
2007年5月底，东莞某酒店，在中间人的介绍下，陈利与这名“政法委领导”第一次见面，陈利这才知道，对方是在深圳市政法委担任要职的王某意。陈利称，王某意初次见面就表明来意，称这起案件非常麻烦，但王在政法系统工作多年，熟人多，可以从中协调解决。陈利称，当晚王某意就在该酒店开房嫖娼，并让其支付嫖资。事毕从东莞回深圳的路上，王某意直接向他开价，称要100万才能搞定这个事情。陈利称“公司资金非常紧张，能不能少点”。王某意答，“那就80万，再也不能少了”。
陈利称，第二天王某意便开着公车来到公司附近，向他收取了20万现金。此后分多次，一共拿走80万现金的“好处费”。虽然王的“胆大程度让其意外”，但陈利称因“病急投医”并未多做考虑。
80万“好处费”已付，但结果并不如陈利所愿。2007年9月，深圳市中院裁定，驳回陈利的申请。而后陈利上诉至广东省高院，得到了同样的结果。随后陈利一方面找到王某意求其从中帮忙，此外通过正规渠道向最高人民法院反映自己的诉求，要求最高法对该案监督执行。

嫖娼视频、录音作证
2008年9月底，深圳中院裁定，将陈利公司所有的约3800平米厂房抵债过户给湖南建总深圳分公司抵债。10月，最高人民法院以明传方式发往广东省高院、深圳中院，称“案件情况复杂，最高院正在审查。请暂停本案相关财产的处分性措施，待最高院提出明确意见后再行办理”。2009年1月和3月，最高人民法院又两次发函，列明多个问题，并要求省市两级法院召开听证会，在查清事实的基础上依法处理，并在最高法院答复前维持执行财产现状，但发函后再无下文。陈利称，施工合同金额是1830万，最后实际给了1971万，而且数千平米的厂房被裁定抵债过户，直到现在他仍在向上级部门反映这一案件的执行问题。
“好处费给了，结果还办成了这个样子”，陈利称，王某意以“协调案件”为由向其索要贿赂，这其中王某意是否参与、到底起到多大作用他不得而知，但至少从结果上来看和其本意完全相反。2009年3月，在深圳中院的办公室内，再也忍不住的陈利与王某意发生激烈争吵，陈质问王是否收受了对方更多的好处。
即使是这样，王某意仍以同样理由向陈利索要好处。最频繁的，就是让陈利陪同去东莞等地嫖娼，并由陈支付嫖资。陈利称，从2007年到2011年，王某意让其陪同前往东莞等地嫖娼共计约40余次。“而且每次嫖娼都让我直接给钱给他，一次一万，扣完嫖资剩下的钱就全进了他的腰包。”陈利称从期望再到绝望，最终让他下定决心取证举报。
陈利称，2011年5月底的一个上午，王某意再次致电陈利要求去东莞“冲凉”。陈利带上了事先准备好的偷拍设备，拍下了部分画面。在从东莞回深圳的路上，陈利主动提及“80万元”的事情，王某意“上钩”，称只收了79万元，另外一万算是吃饭喝酒的费用不能算好处费，陈利将这段对话录了下来。两天后，在王某意的办公室内，陈利再次主动提起“80万元”的事情，王某意给予肯定答复，陈利再次录音。随后，所有的录音录像材料附上举报信，被寄往纪检部门。
其人
王某意：政法“老人”局级干部
公开的简历显示，王某意1959年12月生，湖北红安人，在职研究生学历，硕士学位，1976年7月参加工作。历任深圳市政法委执法督查室主任、综合指导处处长、深圳市委维护稳定工作领导小组办公室维稳处处长，因工作表现优异，王某意还曾被评为深圳市信访工作先进个人。2010年3月，经过深圳市委组织部公示后，王某意任职深圳市委政法委副巡视员，为局级干部。
作为一名政法系统的“老人”，而且是局级干部，王某意落马的消息早已在政法系统传开，但因官方一直未正式披露这一消息，详情并不为外人所知。另有接近王某意的人士告诉南都记者，王对举报人的执着举报深感头疼，今年年初还曾“下海”，在福田一家大型广告公司担任副总经理，寄希望“平安着陆”。但随后不久，王某意便被纪委带走调查。
背景
王某意或是深圳今年落马第四“局座”
今年年初的深圳市纪委五届四次全会上，市纪委曾公布今年深圳反腐倡廉建设的指导方针。“重点查处领导干部特别是一把手滥用职权、贪污贿赂、腐化堕落、失职渎职案件；查处网络揭露、媒体曝光的违纪违法案件”，被列为五项重点工作内容之一。深圳市检察院在今年8月底的工作报告中显示，从去年10月份以来，深圳共查处县处级干部19人，厅局级干部3人。查办了市卫人委原主任江捍平贿赂案、建筑工务署原副署长叶虔贿赂案、南山区人大常委会原副主任韩江贿赂案等一批大案要案。这其中，叶虔案已由盐田检察院提起公诉，由盐田法院审理。韩江案由深圳市检察院提起公诉，且于本月初在深圳中院已经开庭。江捍平一案则已经移送东莞检察院审查起诉，将在东莞开庭审理。根据这些公开的信息，王某意很可能是深圳今年落马的第四名局级官员。而深圳市检察院向南都记者证实，王某意一案是由深圳市纪委移交的线索，目前已经进入审查起诉阶段。
