按照我市五大功能区域的划分，渝中区全域被纳入都市功能核心区，而其定位的部分内容就是要展现历史文化名城、美丽山水城市、智慧城市和现代大都市风貌。渝中区旅游局昨日发布消息称，按都市功能核心区定位，渝中区将做强都市旅游，一些充满时代印迹、记忆的文化符号将被打造为景区，长江索道便是其中之一。
功能之变
弱化交通提升旅游价值
长江索道于1986年开建，1987年建成投用时，其主要承担交通功能。
作为目前长江江面上唯一一条客运索道，随着主城跨江大桥增多、轨道交通发展，长江索道的交通功能正在逐步弱化。长江索道管理方——重庆市客运索道有限公司政工部副部长陶敏介绍，2011年，公司决定让长江索道向旅游景区转型，“其具备转型的条件和基础”，长江索道不仅具有文物价值，而且是观长江、望南山、赏夜景的绝佳地点。
一组数据支撑了此次转型的成功：2011年，长江索道接待游客830074人次，今年1~10月接待游客648053人次。长江索道已成外来游客青睐的旅游目的地，不仅如此，长江索道成为多部电影的取景地，如《疯狂石头》《周渔的火车》《门》等。

按3A标准打造纳入一日游
渝中区旅游局副局长张凌丽介绍，上月，长江索道景区通过市旅游局专家组评审，将成为国家3A景区，作为国内首个被评为国家级景区的交通工具，长江索道将以怎样的面貌接待游客？

陶敏介绍，已对长江索道的大门、南北站台重新装修，并添置了一批与索道相关的文化展板，设置了游客接待中心、游客投诉室、游客医疗站等。
尤其值得一提的是，对长江索道进行了电气拖动系统改造，包括引进最先进技术，通过数字化智能控制，实现轿厢按程序自动变速或停留。
同时，作为一个时代的符号，计划用拆卸闲置的原嘉陵江索道的机器设备，建一个索道文化展览大厅。
为了让更多的游客了解长江索道，已专门培养了一批旅游讲解员，为世界各地游客提供服务。

票价之变
游客票价5元持IC卡不变
20日，长江索道开门迎客，将主要提供两类旅游产品，一是白天空中看江景，晚上看山城夜景；二是购买索道文化纪念品。
为了满足游客需求，景区将推出定制化的服务。陶敏介绍，比如，通过智能自动化电气拉动系统安装，可根据游客需求，放慢轿厢行进速度，或者在江心停留，方便游客观赏和拍照，增强体验感。
特别值得一提的是，长江索道景区将不收取门票，外来游客乘坐购买临乘次票，票价为5元/人·次。
长江索道升格为景区后，其作为公共交通工具的功能是否会发生变化？
市客运索道有限公司答复称，不仅交通功能不会发生变化，市民乘坐刷公交IC卡时票价也不会改变，即1.8元/人·次。
恢复营运后，长江索道营运时间是7:00~22:00。陶敏称，为了调剂市民过江需求和游客观赏，在下班高峰后的19:00~21:00，作为游客观赏时间，轿厢过江速度或江中停留时间，可根据游客需求自动调整，特别需要说明的是，此时间段不影响普通市民乘坐。

市客运索道有限公司副总工程师蒋大林是长江索道建设参与者和投用营运26年来的见证者。
蒋大林回忆说，在长江索道没建成投用前，市民过江大多乘坐轮渡，十分不便。1987年，长江索道建成投用，因其便捷，生意火爆。凡遇节假日，市民排着长队等待乘坐索道。
长江索道投用时，票价8角。
运行26年，长江索道轿厢外观颜色经历4次变化。
1987年建成投用时，轿厢是红白相间。
2000年，改为天蓝色。
2005年，厢体变为枣红色。
2013年12月，改为米黄色，且头部印有“人人重庆”标志，蓝色和红色条纹镶边。
蒋大林说，目前的轿厢采用飞机外身铝制材料制成，耐用性和保温性较好。

长江索道 被誉“空中客车”
长江索道始建于1986年3月20日，1987年10月24日竣工投入运行，是我国在万里长江上自行设计制造的第一条大型跨江客运索道，有万里长江第一条“空中走廊”、城市“空中客车”之美誉。
长江索道北起渝中区新华路，南至南岸区上新街，全长1166米，全程运行4分钟，客厢定员80+1，设有抗5~6级风力防摆装置，乘坐索道可远眺重山叠嶂，近观两岸风光，俯视滚滚长江，体验腾空凌云之感，是出行、休闲、旅游观光理想的交通工具，是重庆独具特色的城市基础设施景观，也是重庆独有的一道文化符号。

重庆商报讯 石板路、黄葛树、错落小巷、抗战遗迹……渝中区上清寺街道嘉陵西村经过城市改造后，别有韵味。昨日，渝中区旅游局发布消息称，嘉陵西村（怡园）景区申报国家级3A旅游景区已通过评审，成为我市首个国家3A旅游景区的居民住宅小巷。
昨日下午，商报记者前往景区探路。在上清寺转盘邮局旁，沿着一排青石板拾阶而上，慢步进入小巷，便是嘉陵西村。蜿蜒曲折的小巷、高大葱郁的黄葛树、灰黑色的石砖房……一一呈现眼前。
街道尽头，青石板搭建出一个宽敞的广场和观景台，嘉陵江大桥、渝澳大桥便在眼前。放眼远眺，则是嘉陵江北桥头鳞次栉比的高楼大厦。
上清寺街道办主任戴柯介绍，明年，将引入特色咖啡店和茶座上观景台，方便游客小憩、览景。
“通过整体打造，嘉陵西村的青石板路、黄葛树、曲折小巷，会让游客感受到原汁原味的老重庆生活。”戴柯说，在城市环境综合整治过程中，嘉陵西村保留了山城文化元素，社区31栋上世纪七十年代的居民楼统一“换装”，借助一条条石梯步道和小巷将其逐一串连。
戴柯介绍，社区入口处增加了景区导览图、游客服务区、游览指示标识等设施，并引入了连锁酒店等配套服务。从2009年起至今，嘉陵西村已陆续迎来游客30万人次，其中，外地游客超八成。
嘉陵西村成为国家3A旅游景区后，仍将对游客实施免费开放。目前，街道已与市内一些旅游公司开展合作，将嘉陵西村推荐给更多游客。以后，嘉西村景区内的鲜英旧居、怡园将与中山四路周公馆、桂园，化龙桥李子坝抗战文化公园、红岩文化广场连成片，形成抗战文化和统战文化旅游走廊，向更多的游客推荐重庆历史文化。
