市机动车额度管理办公室有关人士表示，此次出台的拍牌新政，主要目的是为了防止私车额度拍卖价格出现过快过高的非理性上涨，希望竞买人理性出价，特别是在首次出价阶段不要高于警示价，“第一阶段的出价只是为第二阶段的价格修改取得一个资格，希望大家理性出价。”
接受早报记者采访的大多数人士表示，明年新政实施后，预计车牌价格将稳定在7.4万元左右，但是拍得牌照的关键已不是“价高者得”，而是要“拼网速、拼运气、拼人品”。不过也有观点认为，新政虽然将有效避免上海车牌价格非理性上涨，但也有损拍卖行为所秉持的“公平原则”。
明年车牌投放总量
较今年大减一万张
根据新政，2014年，本市机动车额度的投放总量保持在10万张左右(含个人和单位，其中，单位机动车额度投放量占年度投放总量10%以内)，每月额度投放量保持基本均等。其中，春节、五一、十一假期前的投放量为9000辆/月(含个人和单位)，其余月份的投放量为8000辆/月(含个人和单位)，以引导竞买人按需自由选择拍卖时间。
早报记者查阅历年车牌投放量的记录发现，10万张左右的投放量较往年的投放力度有所放缓。2013年，上海私车额度投放最高的一个月达到11000张，投放最低的月份也有8500张，总投放量达到了11万辆。2012年全年，上海市投放的私车额度则达到10.81万辆。
不过，上海市建交委早就表态，上海中心城区道路容量扩张空间相对有限，新增机动车额度不可能长期维持目前约10万辆/年的投放量，抓紧研究替代措施十分必要。
设置年度统一警示价
个人、单位分场拍卖
为遏制投标拍卖价格过快过高非理性上涨，坚决打击投机炒作，2014年，本市机动车额度拍卖将试行年度统一“警示价”措施，即全年每月设置同一“警示价”，“警示价”选择2013年的最低“警示价”72600元。竞买人首次出价阶段出价高于“警示价”，系统将不予接受。第二阶段价格修改仍按现行方法操作。
此外，还将现行的私人、私企机动车额度拍卖同场举行改为个人、单位分场举行。其中，单位机动车额度拍卖实行有底价竞拍，起拍价为个人投标拍卖成交均价。

在有条件启动“警示价”竞拍的新政后，10月上海取消了“警示价”，随即车牌均价便重上8万元，涨幅大幅超过6%，因此，11、12月将连续两个月重启警示价，警示价价格74900元。
12月拍卖周六举行
投放量警示价看齐上月
今年最后一次车牌拍卖，将于12月14日(本周六)举行，与11月同样增设74900元“警示价”，投放数量也与11月相同，为8500辆。如果根据此前的“警示价”启动机制，下月将不设“警示价”，为此，业内人士原本预计，下月车牌价格将再次出现大涨，本月拍牌人数或将创下历史新高。
“从10月份不设警示价的情况来看，当月车牌价格出现大幅上涨，说明增设警示价的效果非常明显。”市机动车额度管理办公室相关人士表示，为了防止私车额度拍卖价格再次出现过快过高的非理性上涨，本市出台了此次拍牌新政，明年试行每月增设统一“警示价”72600元，同时希望竞买人理性出价。
二手车带牌过户
不再受限制
另据了解，本市还将调整完善相关管理措施。自2014年1月1日起，将把原“新增机动车额度仅用于本市新增车辆上牌”措施，调整为“二手车办理带额度(即带牌)过户转让手续后半年内，不得办理退牌、转籍(迁出本市)等二手车业务(生效判决、裁定以及婚姻、继承等特殊原因除外)，即二手车带牌过户后半年内不得车牌分离，二手车带牌过户不再限制”。原“新增机动车额度首次启用后三年内不得带牌过户转让”、“二手车存量额度转让价格不得超过最近一次机动车额度拍卖成交均价”等措施继续执行。
及时公开年度拍卖资金
试行措施评估后再完善
对于此次出台的拍牌新政，市机动车额度管理办公室表示，希望通过一次性公布年度投放总量、统一年度“警示价”和个人、单位分场拍卖等措施，有效引导公众对机动车额度投标拍卖的预期，引导竞买人理性出价。
同时，按照“取之于交通，用之于交通；取之于社会，用之于社会”的原则，进一步强化机动车额度投标拍卖资金使用管理信息的透明度，及时向人大和社会公开年度资金收入及使用情况。下一步，将对2014年推出的试行措施作全面评估后，进一步完善本市机动车额度管理工作。
