消防设施严重不足 消防栓竟没有水？

王龙告诉记者，在报警和提醒住户赶紧逃生后，曾试图使用批发市场里的消防栓灭火，但打开后却没有水出来，只能干等消防人员。从报警到消防人员赶到现场大约20分钟。消防人员赶到后，火势已至少蔓延到5家商铺。
深圳市消防支队参谋长张晓伟在被问及这一问题时回应称：“不能说没有水，是压力不足。消防人员在东侧利用消防栓扑灭一层的火时发现，消火栓是压力不足，但流量还是有的。”据他介绍，以消防专业标准，有效射程不小于十五米就满足压力，如不满足扑灭室内火灾十米的射程，就属于压力不足。消火栓在扑灭一层的火时，还勉强能射到火点上。
“高危地带”整治不力 悲剧一再重演
集生产、仓储、居住为一体的“三合一”场所，一直是消防部门重点监管对象。今年以来，珠三角地区已发生多起类似“三合一”场所火灾致多人死亡的悲剧。
5月8日，东莞市虎门镇一栋三层小别墅发生火灾，致8死3伤，其中5名死者为一家人。起火别墅是一家经营服装的网店，一楼办公且堆放了大量服装，二楼住员工，三楼住老板一家。
5月24日，佛山市南海区一家汽修店发生火灾，致9人死亡。汽修店也是集生产、仓储、居住为一体“三合一”场所。
实际上，消防部门并非不知道类似“三合一”场所是火患重灾区，也不是没有对其进行排查整顿，但似乎总跳不出“整治、反弹、再整治、再反弹”的怪圈。
消防专家认为，要避免类似重大亡人火灾事故，必须杜绝“三合一”店铺的存在，一方面，消防部门有必要对藏身于集贸市场、商业住宅等场所的“三合一”商铺开展“地毯式”检查整治，并进行“网格化”管理，避免运动式执法，建立消防安全隐患排查长效机制；另一方面，应严格相关经营场所的规划，从建设开始就避免形成经营、仓储、住人一体的场所。
