  本报讯(记者王峻峰)日前,石家庄市委、市政府出台新的《县(市、区)领导班子和领导干部综合考核评价办法(试行)》和《市直部门领导班子和领导干部综合考核评价办法(试行)》(以下简称“两个办法”)。在评价体系、考核指标、考核方式方法等方面多处创新,形成了全面系统、科学规范、简便易行的综合考核评价体系,进一步提高了该市干部考核的科学 化、规范化、制度化水平。


  建立“指标+评价+奖惩”评价机制


  建立“指标+评价+奖惩”“三位一体”评价机制。领导班子综合考核评价体系,包括“考核指标、民主评价、奖惩加减分”三部分,实行“千分制”。考核指标800分,民主评价200分,根据奖惩加减分,形成“三位一体”综合量化评价机制。综合考核评价,既看工作实绩和成效,又看组织认可和群众公认,既看是否有突出成绩,又看是否有重大工作失误,全方位、多角度,使评价更加全面、客观、准确。


  单独设立派出机构(园区)评价体系。石家庄市现有市委、市政府派出机构5个,包括高新区、循环化工园区、正定新区、空港工业园和西柏坡管理局,新建单位较多。原考核办法中,派出机构随市直部门评价体系一同考核。考虑到派出机构在职能定位、机构设置和运行机制等方面,既不同于县(市、区),又不同于其他市直部门,单独设立了派出机构(园区)综合考核评价体系。在考核指标设置上,根据各机构的性质和特点,参考了科技部、省商务厅对高新区和经济开发区的指标体系等。


  不以GDP论英雄,重点考核“居民收入、环境质量”等


  与省主要指标对接。将省考核市、县的主要指标,纳入对县(市、区)、市直部门和派出机构的考核体系,不以GDP论英雄,重点考核“财政收入、居民收入、环境质量”等指标。同时,紧密结合该市实际,继续保留了“优化发展环境”等特色指标,对市直部门新增设了“服务发展的创新性工作”。


  围绕中心,突出重点。根据新的要求,在指标设置上,不搞大而全,做到少而精。县(市、区)考核指标由原来的49项调整为18项,围绕“经济发展、生态环境、改善民生、社会管理、党的建设”五个方面,设置工业转型升级和园区建设、大气和水环境质量改善等。根据中东西三大区域协调发展战略,设置不同指标或权重,突出科学发展要求。市直部门由原来的19项调整为12项,围绕共性工作、业务工作、重点工作三个方面,设置为民办实事项目、农村面貌改造提升等,突出服务发展要求。派出机构围绕经济发展、生态环境、社会管理、党的建设四个方面,设置基础设施建设、省级以上园区主营业务收入等。根据机构特点,设置不同指标或权重,突出了功能定位和发展方向。


  公开指标评价要点和标准。对考核指标的评价,由市直分工部门制定了具体的评价要点和标准,与评价体系一一对应,使考核标准更加明确,考核导向更加鲜明,考核评价更加公开透明。


  年度考核改为综合考评


  将原年度考核办法改为综合考核评价办法,加强平时考核、半年考核。通过对考核目标跟踪督导、季度报告、半年总结点评、情况通报等,实行了平时考核、半年考核和年度考核相结合。对领导班子的评价,结合平时考核、专项考核、审计等情况,提出了综合评价等次建议。


  试行“第三方”社会民意调查,委托权威中介机构,采取入户调查、电话访谈、网络问卷等方式,对领导班子和领导干部的实绩、作风等情况进行社会民意调查,深入了解干部在群众中的口碑,听取意见建议,进一步扩大民主考核。同时“两个办法”还加强了对干部德和作风的考核。
