《袁世凯全集》由河南大学出版社出版。广州社会科学院骆宝善、广东省社会科学院刘路生夫妇历时27年完成编纂。全书36卷，共计3600万字。《袁世凯全集》为国家清史纂修工程项目文献丛刊之一种，其中有许多文献档案属首次公布。
人大清史所所长黄兴涛称，李文海教授曾希望自己找到清帝逊位的原件。早年在北师大念书的时候，陈垣校长花很少的钱买到了原件，被历史博物馆借用之后，再也没有还回来，只有一个附件。长期以来，历史学界对于清帝逊位诏书有很多的解读，但是，不知道清帝逊位诏书还有修改。骆先生说，他是经过一个台湾学者的提示，在日本找到了袁世凯手批清帝逊位诏书的原件。
记者打开《袁世凯全集》第十九册545页，袁世凯手批清帝逊位诏书显示，原文为“即由袁世凯以全权与民军组织临时共和政府，协商统一办法”一句，袁世凯改为“即由袁世凯以全权组织临时共和政府，与民军协商统一办法”。由此可见，袁世凯夺权意图明显。
后人盼还原真实袁世凯
