各省、自治区、直辖市人民政府，国务院各部委、各直属机构：
近年来，各地区、各有关部门按照党中央、国务院部署，认真落实有关法律法规，不断强化监管措施，农产品质量安全形势总体平稳、逐步向好。但我国农业生产经营分散，监管力量薄弱，农产品质量安全仍然存在较大隐患。为贯彻落实十二届全国人大一次会议审议通过的《国务院机构改革和职能转变方案》和《国务院关于地方改革完善食品药品监督管理体制的指导意见》(国发〔2013〕18号)的精神，经国务院同意，现就加强农产品质量安全监管工作通知如下：
一、强化属地管理责任
地方各级人民政府要对本地区农产品质量安全负总责，加强组织领导和工作协调，把农产品质量安全监管纳入重要议事日程，在规划制订、力量配备、条件保障等方面加大支持力度。要将农产品质量安全纳入县、乡级人民政府绩效考核范围，明确考核评价、督查督办等措施。要结合当地实际，统筹建立食品药品和农产品质量安全监管工作衔接机制，细化部门职责，明确农产品质量安全监管各环节工作分工，避免出现监管职责不清、重复监管和监管盲区。要督促农产品生产经营者落实主体责任，建立健全产地环境管理、生产过程管控、包装标识、准入准出等制度。对农产品质量安全监管中的失职渎职、徇私枉法等问题，监察机关要依法依纪进行查处，严肃追究相关人员责任。
二、落实监管任务
要加强对农产品生产经营的服务指导和监督检查，督促生产经营者认真执行安全间隔期(休药期)、生产档案记录等制度。加强检验检测和行政执法，推动农产品收购、储存、运输企业建立健全农产品进货查验、质量追溯和召回等制度。加强农业投入品使用指导，统筹推进审批、生产、经营管理，提高准入门槛，畅通经营主渠道。加强宣传和科普教育，普及农产品质量安全法律法规和科学知识，提高生产经营者和消费者的质量安全意识。各级农业部门要加强农产品种植养殖环节质量安全监管，切实担负起农产品从种植养殖环节到进入批发、零售市场或生产加工企业前的质量安全监管职责。
三、推进农业标准化生产
要坚持绿色生产理念，加快制订保障农产品质量安全的生产规范和标准，加大质量控制技术的推广力度，推进标准化生产。继续推进园艺作物标准园、畜禽养殖标准化示范场、水产标准化健康养殖示范场和农业标准化示范县建设，加强对农业产业化龙头企业、农民合作社、家庭农场等规模化生产经营主体的技术指导和服务，充分发挥其开展标准化生产的示范引领作用。鼓励有条件的地方对安全优质农产品生产、绿色防控技术推广等给予支持。强化对无公害农产品、绿色食品、有机农产品、地理标志农产品的认证后监管，坚决打击假冒行为。
四、加强畜禽屠宰环节监管
各地区要按照国务院机构改革和职能转变工作的要求，做好生猪定点屠宰监管职责调整工作，涉及的职能等要及时划转到位，确保各项工作有序衔接。各级畜牧兽医部门要认真落实畜禽屠宰环节质量安全监管职责，强化畜禽屠宰厂(场)的质量安全主体责任，督促其落实进厂(场)检查登记、检验等制度，严格巡查抽检，坚决杜绝屠宰病死动物、注水等行为。切实做好畜禽屠宰检疫工作，加强对畜禽防疫条件的动态监管，健全病死畜禽无害化处理的长效机制，严格执行畜牧兽医行政执法有关规定，严厉打击私屠滥宰等违法违规行为。
五、深入开展专项治理
要深入开展农产品质量安全专项整治行动，严厉查处非法添加、制假售假等案件，切实解决违法违规使用高毒农药、“瘦肉精”、禁用兽药等突出问题。强化农产品质量安全行政执法，加大案件查办和惩处力度，加强行政执法和刑事司法的衔接，严惩违法犯罪行为。及时曝光有关案件，营造打假维权的良好社会氛围。加强农产品质量安全风险监测、评估和监督抽查，深入排查风险隐患，提高风险防范、监测预警和应急处置能力。推进农产品质量安全监管示范县创建活动，建立健全监管制度和模式。
六、提高监管能力
要将农产品质量安全监管、检测、执法等工作经费纳入各级财政预算，切实加大投入力度，加强工作力量，尽快配齐必要的检验检测、执法取证、样品采集、质量追溯等设施设备。加快农产品质量安全检验检测体系建设，整合各方资源，积极引导社会资本参与，实现各环节检测的相互衔接与工作协同，防止重复建设和资源浪费。特别要加强县级农产品质量安全监管体系，将农产品质量安全监管执法纳入农业综合执法范围，确保监管工作落到实处。乡镇农产品质量安全监管公共服务机构以及承担相应职责的农业、畜牧、水产技术推广机构要落实责任，做好农民培训、质量安全技术推广、督导巡查、监管措施落实等工作。
