据了解，重污染天气应急指挥部办公室成立后，市环境应急与事故调查中心为指挥部办公室的具体办事机构，同时各单位、各区县环保局将实行一把手负责制，并指定一名联络员，建立相应的应急联络网。重污染天气应急指挥部办公室将主要做好六个方面工作。一是市环境监测中心会同气象部门按照《天津市重污染天气监测预警方案》开展监测预警及会商，不断完善重污染天气监测预警专家会商制度和流程，逐步提高预报准确率。二是规范预警信息的请示及发布。市应急中心收到预警信息后，迅速编写启动应急响应请示逐级上报。三是做好预警信息发布工作。市政府批准启动应急响应后，由市应急中心协助市政府办公厅通知成员单位，同时向社会发布。四是加强监督检查工作。应急响应启动24小时后，由市、区县环保监察部门牵头，会同环境监测部门配合对响应措施落实情况进行监督检查。每日将当日检查督查情况简报市应急中心。应急响应终止后两日内将检查、督查总结报告报市应急中心。五是做好总结评估工作。各区县环保局在应急响应后，每日向市应急中心报送应急响应进展情况信息。应急响应终止后，三日内将工作总结报市应急中心。六是完善预案管理。市环保局大气处负责会同有关部门及各区县环保局建立大气污染源排放清单，并及时进行动态更新，每年更新一次。
