不过，这块诱人的“奶酪”并不是所有人都能拿到，高指标专业素质是至关紧要的应聘标准。
蔡祝贤认为，根据聘任制公务员的特性和定位，此次试点职位具备较高的专业技术含量，是对单位核心业务水平具有提升作用的岗位。

据了解，此次招聘的职位有6个，义乌市公安局交通信号灯管理高级主管、智能交通调度高级主管、义乌市电子商务办电子商务分析师、义乌市规划局规划编制高级主管、义乌市交通运输局港务管理高级主管、义乌市物流办信息规划高级主管。
6个职位中5个是高级主管，工作经历与资格条件也颇为“高调”。
以义乌市物流办信息规划高级主管岗位为例，学历要求计算机、通信、信息管理等相关专业的硕士研究生，并具有全国计算机技术与软件专业技术资格(水平)考试的高级证书。
同时，还要有十年以上信息化项目工作经验，且具有3年以上大型电子政务或物流信息化系统工作经验，还要有主持或参与编制2份以上信息化项目的项目建议书或可行性研究报告等咨询报告等相关条件要求；在考试测评中，专业素质的评估分值占60%以上。
