斯诺登此前泄露给《华盛顿邮报》的文件证实，NSA完全能在没有获得加密密匙的情况下对安全性较低的GSM手机通话进行监听，同时还指出NSA和其他美国政府机构还能轻松破解全球各地的手机通话。根据NSA自己的解释，对手机通话进行破解对于他们的工作来说是有必要的，毕竟人们完全可以根据法律对通话进行更为复杂的加密。

针对这种情况，美国AT&T、德国T-Mobile以及其他国家的移动运营商目前正在将更为严格和复杂的加密方式应用到他们所提供的GSM和3G通话服务上，尽管这种做法并不能从根本上杜绝监听现象，但至少在一定程度上提升了监听的难度，让用户的通话记录相对更为安全一些。
