答：中方维护国家领土领空安全的决心和意志坚定不移，完全有能力且正在对东海防空识别区实施有效监管。同时，中方致力于维护地区和有关空域的和平、秩序与稳定。有关各方应与中方相向而行，为此做出建设性努力，而非相反。
