据自治区高级人民法院刑二庭庭长王彩霞介绍，为规避法律、逃避打击，犯罪分子采取的犯罪手段不断翻新，作案手段越来越隐蔽和多样化，且犯罪涉及的行业、领域越来越广，原来的直接收受款物或截留、侵吞国家财产转向通过合伙开公司、搞工程、委托理财、非正常经济交易、长期借用、收受干股等方式变相受贿；或利用企业改制时机，通过转变身份或混淆公共财产与非公共财产的界限，贪污国有企业资产；还有一些专业人员运用其专业知识，利用单位制度漏洞侵吞单位财产。
自治区高级人民法院新闻发言人于会堂表示，今后全区各级法院将继续保持惩治腐败的高压态势，依法严惩职务犯罪，特别是对于发生在食品卫生、社会保障、医疗、教育、就业等民生领域严重损害群众利益、社会影响恶劣、群众反映强烈的国家工作人员职务犯罪，将坚决依法从严、从重惩处。

焦宝华受贿、滥用职权案

李兰生受贿案
被告人李兰生，男，原系乌鲁木齐市沙依巴克区政协党组书记、副主席兼乌鲁木齐市沙依巴克区青峰路片区棚户区改造拆迁工作办公室原副主任。
1、2009年11月，被告人李兰生在任乌鲁木齐市沙依巴克区青峰路片区拆迁办公室负责人期间，利用职务上的便利，为仵家辉(另案处理)倒卖房屋提供便利，收受仵家辉给予的好处费20万元。
2、2010年6月，被告人李兰生在任乌鲁木齐市沙依巴克区青峰路片区拆迁办公室负责人期间，委托仵家辉将其在惠民小区一期3号楼的一套安置房出售，因李兰生未向拆迁办补交该安置房的差价款56080元，故仵家辉将56080元的差价款替李兰生补交后，将该房屋以16.5万元的价格出售。仵家辉为了让李兰生为其倒卖房屋提供便利，送给李兰生售奉20万元，李兰生非法占有了56080元的房屋差价款和仵家辉多给的3.5万元，共计受贿91080元。
3、2010年8月，被告人李兰生在任乌鲁木齐市沙依巴克区青峰路片区拆迁办公室负责人期间，利用职务上的便利，为仵家辉倒卖房屋提供便利，收受仵家辉给予的好处费5万元。
李兰生以受贿罪判处有期徒刑十年，剥夺政治权利一年。
尹华贪污案
被告人尹华，男，汉族，1963年10月27日出生，原系阿克苏地区水利水电勘测设计院院长、阿克苏地区水利局调研员。
2007年4月9日至2007年12月12日，被告人尹华利用其担任阿克苏水电勘测院院长、监理部总监的身份，在未实际租车的情况下，先后用长途客车票454张报销租车费，获取现金61600元。2009年，尹华安排他人在阿克苏地区沙雅县地税局，于2009年5月以租车费名义开出发票三张计10800元报销；2009年12月以租车费名义开出40000元发票一张报销，获取现金共计50800元。据此，法院认定被告人尹华共计贪污112400元。
尹华以贪污罪判处有期徒刑十年零六个月，并处没收个人部分财产50000元；追缴违法所得112400元返还被害单位。
苏继赏贪污、受贿、挪用公款案
被告人苏继赏，男，原系新疆经济报社总编辑、社长，新疆都市消费晨报社社长，新疆欣文媒体投资(集团)有限公司董事长，新疆今日送网络速递有限公司董事长。
1、2002年12月至2007年3月间，苏继赏利用职务便利，伙同他人，先后多次以发放奖励的名义贪污公款300余万元。
2、2008年9月间，苏继赏利用职务便利，采取在经济报系下属的新疆时代媒体有限责任公司报销个人消费发票的手段，贪污公款12.54万元。
3、2010年12月间，苏继赏利用职务便利，将暂存于经济报系工作人员薛某处的新疆亿豪贸易有限责任公司支付给经济报社的订报款28.8万元中的10万元占为己有。
4、2004年至2011年间，苏继赏利用职务之便，先后多次收受其下属单位人员，以及亿豪公司、新疆好家乡超市有限公司、新疆百富餐饮有限公司、新疆库车沂蒙山彩印包装广告有限公司、新疆正德投资有限公司、新疆金牛生物股份有限公司等所送现金200余万元及代金券2000元；收受新疆金牛生物股份有限公司干股200万元，后将干股退还。
5、2002年12月至2009年3月间，苏继赏利用职务便利，多次挪用公款共计32507639.27元，分别用于其外甥孔繁军的新疆正阳有限公司在山东省胶南市开发土地项默垫付上海绿真公司45名自然人股东出资款，支付正阳有限公司、及其妻子刘沂萍和苏海的新世联科技有限公司在欣文媒体公司的投资款和上海绿真公司、金牛公司、中国少年儿童新闻出版总社及苏继赏等股东注册成立世纪青年快报传媒(北京)有限公司的出资款，注册成立新疆天然芳香科技有限公司，借给金牛公司进行营利活动。
数罪并番决定执行有期徒刑二十年；违法所得继续予以追缴或依法退赔。
刘国辉贪污、职务侵占案
被告人刘国辉，原系哈密德瑞石油有限责任公司(以下简称德瑞公司)执行董事、法定代表人，曾任中国石油天然气股份有限公司新疆哈密销售分公司(以下简称哈密销售分公司)董事长、党委书记、纪委书记。 2001年至2002年期间，被告人刘国辉利用其担任哈密销售分公司党委书记、董事长兼哈密兴业公司董事长的职务便利，用哈密销售分公司的账款冲抵对兴业公司的应收款，并采用虚构业务，虚假支付，随意结转等方式，将隐瞒的公司利润和其它应付款共计6123675.50元转入哈密兴业公司资本公积，后通过对哈密兴业公司控股的方式将该款占为己有。 2002年至2004年期间，被告人刘国辉利用其担任哈密销售分公司党委书记、董事长兼哈密兴业公司董事长的职务便利，采用虚构业务，虚假支付，结转虚挂等方式，将隐瞒的兴业公司利润和其它应付款共计5532885.02元套取并占为己有。
被告人刘国辉以贪污罪、职务侵占罪，决定执行有期徒刑十六年，剥夺政治权利四年，并处没收财产人民币五百万元。
周斌文受贿案
被告人周斌文，原系新疆维吾尔自治区乌鲁木齐市人民代表大会常务委员会党组成员，曾任中共新疆维吾尔自治区米泉市委员会书记、中共米东新区党工委书记、管委会副主任、中共乌鲁木齐市米东区委员会书记。 2004年至2012年2月，被告人周斌文在担任中共米泉市市委书记、中共米东新区党工委书记、中共乌鲁木齐市米东区区委书记、乌鲁木齐市人大党组成员期间，利用职务上的便利，或者利用其职务形成的便利条件，为新疆通汇集团有限责任公司、新疆宏泰建设集团有限责任公司、新疆万紫千红建安集团、昌吉市政建设有限公司、新疆通汇集团新盛分公司、新疆通汇集团第一工程分公司、新疆浦全钢铁厂、新疆东方金盛实业集团有限公司、新疆鄂尔多斯彦海房地产有限责任公司等单位谋取利益，先后数十次非法收受上述单位负责人员陈正国、李正元、王燕、昝斌、梁卫东、张同军、林茂贵、王金林、甘彦海等人给予的贿赂款、玉石摆件、购物卡，折合人民币共计5，910，800元。
被告人周斌文以受贿罪，判处有期徒刑十五年；已扣押在案赃款人民币1，970，800元及涉案赃物予以没收，上缴国库；对被告人周斌文的违法所得继续予以追缴。
