据北京市公安局出入境管理部门介绍，第一类人是网上预约的申请人，申请人需要提前登陆北京市公安局网站主页，选择进入出入境管理办事大厅，并按需求申请预约，同时登记速递需求。如预约的时候未选择免费速递，则视为放弃此项权利。第二类人是60周岁以上的申请人，工作人员会当场告知并确认其是否办理免费速递业务。第三类人是身有残疾的申请人，持中华人民共和国残疾人证人员递交申请时，这个出入境管理的工作人员会当场告知并确认其是否需要办理免费速递业务。如果确认办理工作人员立即在现场采集其邮寄地址、邮政编码和收件人的姓名以及联系方式，需要注意的是，因为特殊原因，获准办理加急及京籍再次申请赴港澳签注业务，不在免费速递的范围之内。
