  昨天,首都综治办公布,目前全市房屋违法出租问题治理工作已进入调查摸底阶段,市住建委、公安、工商、规划、地税、城管六部门联合印发《关于进一步规范出租房屋管理的通告》。同时,确定35个房屋违法出租问题较为突出的社区或村庄,于本月至明年2月底集中开展治理试点。春节前,试点地区将杜绝“群租”乱象,通过试点积累经验,为明年全面开展治理工作做好准备。

  据月坛街道工委副书记蒋小刚介绍,因辖区内有儿童医院,外地看病者众多,给非法“日租房”生存空间。隐匿在儿童医院附近居民区的“鸽子笼”一直是辖区的痼疾顽症。根据摸底,在复北社区3栋塔楼内有15户被分隔成“鸽子笼”。


  “很难想象,40来平米的房内摆满床,连厨房、阳台都是床。”蒋小刚说,尤其是儿童医院旁的老小区内,33户出租房被五六个东北人控制住,他们作为“二房东”,将每间应住1户的房子打上隔断,租给六七户人,50元就能住一天。二房东一个月能收上万元租金,给原房东五六千,房东也不管。“治理最大的难题就是,我们约谈房东,他不露面。有的房东从二房东手里根本收不回房子。”


  “二房东”被控制

  整治前,这里已聚集100余户600多人,多是打工者,或是捡拾垃圾者,或是做煎饼摊的游商摊贩,居住环境差,没有消防通道、消防设施设备,治安隐患多。


  “夏天小屋很热,大家都不关门,常有溜门撬锁现象,由于租户来自五湖四海,日常矛盾纠纷多。”当地社区民警介绍,这里发案率很高。


  一个月劝离所有租户


  治理行动初期,将台乡政府在平房区内张贴通告,让租户搬离,民警下社区劝离住户,经过1个月时间,这里已清走所有的违法租户。

  收回集体土地还绿于民


  “今后要坚决收回我们的集体土地,杜绝房屋违法出租现象。”据将台乡相关负责人介绍,涉及辖区内的集体土地,乡里目前正在摸底。根据原来签订的租赁合同,到期后一律不续签,将集体土地收回,由乡镇两级统一使用。而目前清理的这处大清寺自然村,乡里将实施规划,还路于民,还绿于民。
