  乘客高峰时“被挤成相片”


  《方案》提出,本市将制定高峰时段票价差别化方案并择机出台,通过价格杠杆分散高峰时段客流压力,降低大客流风险。这意味着北京地铁不受距离和时段因素影响的2元钱固定票价将有所变化,高峰时坐地铁的价格可能会有不同。

  对于方案中提出“通过价格杠杆分散高峰时段客流压力”,许多市民表示并不认同,他们认为票价调整不会解决地铁拥堵问题,“对需要乘坐地铁的上班族来说意义不是很大”。


  首都经贸大学金融学院院长谢太峰教授接受北青报记者采访时也表示,涨价可以让一部分对时间不敏感的人群换个时间出行,“但对于上班族等存在刚性需求群体,涨价也得坐”。


  有反对涨价的市民提出,目前国外一些城市为了鼓励错峰出行,采取的措施是在正常票价基础上,在非高峰期时段降低票价。


  也有专家认为,多年来北京对公共交通的补贴已成为相当大的财政负担,政府部门通过涨价可以弥补运行成本,分散客流,“赞成在高峰时期适度涨价。”


  城市中心功能区过于集中是拥堵根源


  早在2010年,北京市政协委员陈杰就提出,在每个工作日的早晚高峰时段,对购买车票的人群提高车票价格,以便通过价格手段引导旅游购物等人群避开高峰期出行。


  谢太峰认为,高峰期实行票价差别化只是第一步,更重要的是将目前实行的单一票制改为计程票制,而解决人流量大的根本出路还在于调整城市功能分区过于集中的格局。


  “价格只是一方面,并不是万能的。”谢太峰认为,北京目前公共交通拥堵现象,根本原因是城市功能分区问题。北京这个城市是摊大饼格局,就业功能和居住功能都比较集中,市中心聚集了很多单位,而比如回龙观,只有居住功能,没有就业功能,人为造成了潮汐现象,导致高峰时段拥堵,公共交通十分拥挤,私家车也会堵在路上。


  因此,解决这个问题的根本思路在于合理调整城市规划,在功能分区上做出适当调整。而这并不只是交通部门的事情,而是涉及到很多层面,比如城市的人口控制问题、城市规划,因此,需要综合性的解决方案。

  天通苑、龙泽站等将设置站前广场安检点


  在安检方面,《方案》要求增强地铁系统的全员防恐意识,增加地铁安检设施和安保力量。在天安门地区及有条件的车站实施“人、物同检”,并尽快做到所有的车站都实施“人、物同检”。

  同时,《方案》提出,建设八通线、13号线乘客信息系统,在既有线路所有车站出入口增设显示屏。


  10号线故障高发问题将重点整改


  今年5月5日10号线开始环线运行, 5月14日7点58分,10号线健德门站至芍药居站下行方向区间设备故障,导致部分列车晚点;7月3日7点25分,西钓鱼台站下行方向信号故障,导致知春路10号线、13号线出入口运营瘫痪;10月14日7点36分,牡丹园站发生道岔故障,影响部分列车晚点。有媒体做过统计,这条北京最长的地铁线故障频发,涉及信号、列车、道岔、设备的较严重故障已达7次,平均20天一次,早高峰成为故障高发时段。


  《方案》对此做出了回应,要求切实解决10号线的问题,对已查出的10号线故障高发、影响运营安全的重点问题进行整改。同时还将规范站前广场管理。在中心城区和远郊区将各选择一条线路,进行站前广场规范管理试点,总结试点经验,逐步推广。


  《方案》提出要高标准设计车站规模和配置运力,新线路建设与既有线路改造要同步进行,开通运营时项目土建工程要全部完工,在新线路建设中设置安检点并预留安检扩容空间。


  突发事件发生时应向乘客发放延误证明


  《方案》要求,加强应急机制建设。在突发事件发生时,应及时向乘客发放换乘引导卡和延误证明。


  同时,还要建设安全应急教育基地。在1号线建立乘客应急逃生演练基地;将土桥车辆段安全培训基地改扩建成面向市民开放的轨道交通安全教育基地。


  在确保地铁运行安全的硬件方面,《方案》要求完成1号线、2号线、13号线、八通线加装安全门工程,1号线、2号线、4号线、5号线、8号线二期、10号线一期和机场线、大兴线将增设3100个探头。

  谢太峰:目前北京实行单一票制,而且是2元钱的低票价,不管坐多少距离,也不管什么时段坐,都是2元,2007年为了奥运降到了现在这个低票价,那时北京地铁里程才多少公里?现在多少公里?还实行这个票价,地铁运营成本难以弥补。因此,地铁高峰期票价实行差别化,将通过价格杠杆,在一定程度上缓解人流量,那些不非得赶在高峰期出行的人,将可能选择换个时间出行。而那些对于时间并没有十分严格限制的人,可能会分流到公交上。但对于上班族这样的刚性需求群体,影响不大,涨价也得坐。


  高峰时段涨价只是第一步,根本措施是将目前实行的单一票制改为计程票制,在起步价基础上,乘坐距离越长,票价越高,这也是很多地方在实行的制度。


  北青报:调查显示大部分人反对地铁涨价,怎么看这个现象?


  谢太峰:任何消费者对不管什么领域的涨价都不可能满意,水费、电费上涨同样会招致不满。很多人乘坐地铁出行,因此涨价会影响很多人。北京的低票价实行多年,很多人已经习惯了这一低价福利,从消费者立场来看,免费乘车更好,所以涨价肯定不是好事。


  但从政府支出来看,对公共交通的补贴已经达到每年几十个亿,成为相当大的财政负担,超出了政府负担能力。文/本报记者 李泽伟
