山羊游荡荒废别墅区
与南侧崭新的考拉社区居民楼相比，这片被铁栅栏和砖墙圈起的别墅区，就像个荒废的贫民窟。
白纸坊桥西这片约75亩的别墅区内，20栋或联排或独栋的别墅，均未完工。东侧的六七座已建起三层，白瓷外墙、红瓦屋顶。中间五六座则只建起一层，红砖水泥裸露在外，西侧的一排四层楼只是建好了主体结构。
所有别墅均无门窗，其中三层别墅内部有8间房，面积超过300平米。屋内地面上已长满野草，墙壁上充斥着内容不雅的各式涂鸦。

在临近鸭子桥北里社区居住数十年的贾老先生称，这片凹地曾是一处人工湖，湖水早已干涸。“别墅修建之前，这里整片地都是湖，是金中都太液池的遗址，皇家园林。”
工地东侧大门外，一块北京市文物局的挂牌印证了贾先生的说法，铜牌上称，“此处是金中都城内的苑囿遗址”，“1984年公布为北京市市级文物保护单位”。

附近多位老住户回忆，太液池也被叫做鱼藻池，上世纪50年代末期曾因北京组织青年学生前来疏浚，改名为“青年湖”。
“1988年前后，这块地被卖了，一多半的湖面被填土，开始动工修建别墅。”贾先生说，“这么多年过去了，已没人知道当时是谁开发的。”
他称，1991年时，正在修建中的别墅群突然停工，一直停到了如今。而别墅群也一直保持着23年前的样子，“现在看起来都是老掉牙的建筑样式。”
“别墅群停建了，太液池文物遗址也没人管了”，贾先生称，无人管理的工地很快变成野草比人高的荒地，此后一度成为流浪人员聚集生活的场所，“别墅的门窗也被他们和附近居民毁坏或拿走了。”
2003年曾有媒体报道称，因别墅区工程烂尾，工地和太液池成为随意倾倒废弃物的垃圾场，湖水干涸，遍地狼藉。

工地大门处的一名保安称，这片烂尾别墅并非无人管理，目前这块地属于一家名为“金中都置业有限公司”的企业。
离工地不远，一栋三层简易楼贴有“北京金中都置业有限公司”标志，楼内房间多已出租，只在三层有两间房挂着金中都置业公司“行政部工程部”和“经理室业务室”的标志。但记者数次前往，办公室内均无人办公。
该企业工商注册信息显示，金中都置业有限公司成立于1994年3月，经营范围包括房地产开发、销售、物业管理、出租办公用房等。据媒体报道，2010年，在“78家央企退出房地产行业”行政令下达后，北京金中都置业有限公司将其80%股权挂牌转让。
周边多位老住户称，烂尾别墅群最初的开发商是谁并无人清楚，还猜测因西侧紧靠铁路，不适合居住才未完工。
西城区国土局一名工作人员称，这块地皮曾几经转让，正是因转让出问题，才造成烂尾，“问题很复杂，我也没办法说。”
这名工作人员还称，国土局工作人员两个月前曾去过金中都太液池遗址处的烂尾别墅群勘察，并就空置用地、蚊虫杂草等问题与该地开发商金中都置业联系，“目前开发商的相关土地建设手续已补办完毕，烂尾别墅群在近期就要拆了。”
关于拆除烂尾别墅后此地将会建什么？该工作人员表示，并不知情，“该地皮属商业用地，早年已被商家买走，只要不违背法规，开发商会自己安排。”

停工23年中，烂尾别墅群与变为荒地的太液池也曾多次受到关注。太液池遗址变成垃圾场的现状也曾得到政协委员的密切关注，建议将遗址重新规划，恢复建设成公园，一方面可以保留下历史遗迹，另一方面可以给附近居民带来休闲的场所。
有北京“申遗”第一人之称的侯仁之院士曾委托学生朱祖希呼吁，称鱼藻池的千年文物是京城最早的“生命印记”之一，建议将其开辟成鱼藻池遗址公园。2004年，93岁的侯仁之还实地探访此处遗址。2010年，朱祖希先生还表示将继续呼吁拆除烂尾楼，修建鱼藻池遗址公园。
北京史研究会秘书长李建平研究员曾撰文指出，“应该像保护圆明园遗址公园一样对待鱼藻池。将鱼藻池遗址确定为‘金中都皇家园林遗址公园’，拆除建筑，恢复水面”，给子孙后代留个千年古都的念想。
今年12月10日，西城区文物保护研究所工作人员称，金中都太液池遗址始建于金代，是北京作为都城之始建立的第一个皇家园林，与中南海在故宫所处地位相同。
她称，遗址是在土地卖出后才确定为北京市级文物保护。那时土地已被出让，文物局便挂了一个牌子，并与当时的开发公司制订了金中都遗址保护方案。“文物局曾在里面挖过，但没发现文物。”
后来该地段成为烂尾别墅群，保护方案便一直没有落实。但该工作人员称，目前文物局正在制订自己的方案来保护金中都遗址，需要开发商的大建设项目配合，实施时间未能确定。

金中都太液池遗址位于广安门外南衔。金贞元元年(1153年)完颜亮(即海陵王)正式迁都，从黑龙江来到北京，改辽南京为金中都，北京就此成为一代王朝的首都。
