马永财是辽宁省法库县包家屯乡腰达房村的农民。2011年，家门口修公路，连接法库县陶瓷城和包家屯粘土矿，公路名叫法包线。为了照顾家人，去年起，他开始在法包线当修路工。
马永财：我去年家有点事，也没出去，去年父母都没了，正赶上我有病，我就在这儿修道了。
70岁的孙玉山身体不好，妻子也疾病缠身，家里有八九亩地，却无力耕种。修路打工，孙玉山想赚钱想给妻子看病。
孙玉山：我家就两口人，老太太68还有病，买药也没有钱，儿子都不在跟前，我地也干不动了，我寻思在跟前就打点工。
没想到，进入2012年后，工地上就再也没发过工资。2012年8月底，工程完工，工资也没到手。腰达房村有60多人在法包线第四标段务工，都是同村村民刘学军张罗的。现在，包工头刘学军家里天天都有要账的农民工。
刘学军：我们家每天都十来多个客，都是冲我要钱的，干二年的工程款，到现在一直没给解决。这六七十人里现在还欠30万，光人工费。这里不包括机械和料费乱七八糟的。12年年底给解决点，一人摊点过年钱。
除了工资，有些村民还进了些土料卖给施工方，钱款也是有去无回。在当地村民的指引下，记者看到一间没有院门没有围墙的平房，平房前左右各有一间小屋，但已废弃，房前铁丝上两件洗过的衣服在寒风中微微飘动。这是村民李艳玲的家。李艳玲的儿子儿媳都曾在法包线打工，当初，家里还借了7、8万块钱进石料卖给施工方，石料钱施工方至今未付，债主却经常上门。对村民来说，欠款是救命钱。村民刘永军在工地负责看车，如今还有4000多元的工资没拿回来。4月份他的腿被撞了，至今没钱手术。
刘永军：这腿我现在花了4800块钱，手术都没做，买喷药跟吃的消炎药，要这两个钱看看腿做手术，结果说这钱等两天给你，一直到现在，也没给。
公路建设是政府工程，中标的单位也应该是正规的建设单位。那么，为何农民工干了活儿要不回来钱？又是谁在拖欠这笔钱？政府又是如何监督的呢？
记者找到了法包线第四标段的负责人刘开明，他表示，第四标段是由本溪钢铁（集团）矿山建设工程有限公司承包，刘开明所带领的工程队又和本溪公司签署了分包合同。农民工都是他们工程队雇的。现在付不出来工资是因为政府没有按照合同规定付给工程队工程款。
刘开明：没有想到，政府当时说的很好。第一年完成了给你50%，第二年30%，第三年是20%。按照这个计划，原来我们的股东投资，就周转开了，如果给了50%，那我们第一年就不会欠农民工钱。欠些机械费的，第二年再给钱我们就给人家了，不就完事了。剩下是我们的本金和利益。现在利益也没有了，本金也没有了，我还欠着人钱，利息还跟着跑。
记者：后来借的这笔钱，利息还挺高的是吗？
刘开明：对。一块钱一毛利息呢。
记者：这笔钱借了多久?
刘开明：2年了。到现在为止。
记者：现在利息多少钱了。
刘开明：那就没法计算了，不算了，政府不守信用呗。就这么点事儿。
刘开明向记者出示了相关合同和法包线合格竣工通车的证明。法包线的建设采取了"BT模式"，即"建设，移交"，也就是投资方将公路建设好了，政府分期还回投资款。按照合同规定，法库县政府应该在今年年底付清至少80%的钱款。工程队经理孙京说，法库县政府曾经承诺法包线5个标段，干得又好又快的标段能得奖金100万，没想到，工程款至今只付了38%左右，还欠1800多万。
孙京：结果别说100万了，本金都拿不回来。人家管我要钱，我去问，他们老说下礼拜吧。老这么推。一直推到现在了。去年阴历27时，给了40万，就在现场发了钱。
按照施工方的说法，农民工欠薪，施工负责人濒临破产，都是因为法库县政府违约。记者以农民工家属的身份跟随孙京来到了法库县交通局，交通局副局长王峰一听说要钱，马上说，近两天能够给解决些。
王峰：如果这两天来呢，给你上哪串点，10万20万的呢。
孙京：元旦前后能给解决多少？
王峰：整好了，这两天能给你解决点，能给你解决多少真说不好。
交通局局长孙云峰也承认的确拖欠工程款，但也强调，账上没钱，只能逐步解决。
孙云峰：我正在运作呢。我正在想办法给你整点，先把病看了啊。
孙京：那年前能给解决多少啊？
孙云峰：那不知道啊。根据情况吧。安排能安排。
王峰：尽量吧。
孙京：家都回不了。
