俞可平旁征博引中国古代历史，借朱元璋、和珅、胡雪岩等例子论述道：官本主义是中国传统社会的本质特征，是数千年中国传统社会的实际形态。俞可平说，官本主义就是以权力为本位的政治文化和社会体制，权力成为衡量人的社会价值的基本标准，也是影响人的社会地位和社会属性的决定性因素。权力支配着包括物质资源和文化资源在内的所有社会资源的配置，拥有权力意味着拥有社会资源。
俞可平说，纵观历史发现，官本主义在中国传统社会延续几千年，已经成为中国文明不可分割的组成部分。因此，中国官本主义不仅有其长期存在的政治经济和文化基础，而且也必定有切合国民性的合理因素。但官本主义这种传统体制最终被我们中华民族无情抛弃了，分别成为孙中山领导的旧民主主义革命和毛泽东领导的社会主义革命的主要对象。
俞可平称，中国改革开放30多年来，社会、经济、政治、文化全面进步。中国确立建立社会主义法治国家的目标，并把人民民主当做社会主义的生命，这些都是了不起的成就。但在现实生活中，“有权就有一切”的官本主义余毒还大量存在。这次十八届三中全会决定把“破除官本位观念”列为改革的重要任务，可谓切中要害。他认为，民主和法治是破解官本主义的惟一途径。
俞可平曾以《民主是个好东西》一文而闻名海内外。
他在14日上午“中共中央编译局西南政法大学政治学法学理论研究基地首届高峰论坛”上演讲时称，中共十八届三中全会明确把“推进国家治理体系和治理能力现代化”作为全面深化改革的总目标。只有坚持民主和法治，才能实现国家治理体系和治理能力现代化。
