“改革的出发点之一，就是赋予农民更多财产权利，让农民分享改革成果。”杨天水表示，不论是鼓励承包经营权在公开市场上流转，还是要求赋予农民对承包地占有、使用、收益、流转及承包经营权抵押、担保权能，推进改革的种种表述，既基于已有的实践，也为发展指明了方向。
江苏省不少基层干部还坦言，目前，农村产权制度仍不完善，农村资产绝大部分在法律上还没有明确农民和集体的产权主体，城乡居民在财产产权规定上的制度性差别还未根本扭转，相关改革仍需进一步丰富内容、细化落实。
