  近年来,通过设立农村土地规模流转补助资金、成立农村产权交易所、明确农地股份合作社法人地位、开展“一权一房”抵(质)押试点等多种形式,江苏基层不断探索农村土地、社区股份产权制度等改革,着力拓宽农民“土地财产权”。

  为盘活农村土地资源、解决农民宅基地分布零散难题,苏南等经济发达地区探索将农村宅基地和住宅置换成城镇住房。江苏个别地区还积极创新农村信用贷款担保机制,开展农村土地承包经营权和农村住房抵(质)押担保贷款。新沂市开展“一权一房”抵(质)押试点以来,已累计投放资金2.1亿元,其中农村土地承包经营权放款9000多万元。


  “改革的出发点之一,就是赋予农民更多财产权利,让农民分享改革成果。”杨天水表示,不论是鼓励承包经营权在公开市场上流转,还是要求赋予农民对承包地占有、使用、收益、流转及承包经营权抵押、担保权能,推进改革的种种表述,既基于已有的实践,也为发展指明了方向。


  江苏省不少基层干部还坦言,目前,农村产权制度仍不完善,农村资产绝大部分在法律上还没有明确农民和集体的产权主体,城乡居民在财产产权规定上的制度性差别还未根本扭转,相关改革仍需进一步丰富内容、细化落实。
