陈柏和表示，对于辖区内企业有关环保方面的审批、验收、监管等权限都在清远市环保局，区环保局通常都是配合市局行动。
“如果要查处某个企业，先要对其排污标本进行取样化验，检测不合格的，会要求整改，整改再不合格的才会关停，不是说关就关的。”陈柏和说，清城区环保局平时主要工作是受理群众投诉，以及对一些无牌无证的排污企业进行巡查，对于有牌有证的企业环保监管等情况，均由清远市环保局负责。
