昨日，新快报记者与清城区环保局长陈柏和进行了面对面采访，陈柏和表示录音中声音不是自己。而接到举报的清城区纪委表示，目前已启动调查程序，事情还在进一步调查中。
手机未挂机传出大秘密
接受新快报记者采访时，李琳表示，从本月初开始，自己因工作经常和“清城区环保局长陈柏和”保持电话联系。“后来他可能也烦我了，就再也没有接我的电话。”李琳猜测自己手机被加入了黑名单。至于因何种业务与“陈柏和”保持联系，事主不愿详说。

录音中的谈话内容，多是一名操着清远口音的中年男子，用当地白话在口若悬河，不时会有另外的男子在附和。李琳表示，这个一直在说话的男声就是“陈柏和”。李琳告诉记者，因觉得事关重大，录音的第三天向清城区纪委进行了实名举报，并提交了录音证据。
昨日下午，新快报记者从清城区纪委了解到，该单位确实接到有关清城区环保局长陈柏和的举报材料，目前已启动调查程序。“现在还需要对录音进行技术鉴定，看看是不是陈柏和本人。”清城区纪委一名工作人员表示，纪委还未对陈柏和采取任何措施，其仍处于正常工作状态。关于该案的具体情况，暂时不方便对外公布，但将依法依规进行调查。

陈柏和表示，对于辖区内企业有关环保方面的审批、验收、监管等权力都在清远市环保局，区环保局通常都是配合市局行动。
“如果要查处某个企业，先要对其排污标本进行取样化验，检测不合格的，会要求整改，整改再不合格的才会关停，不是说关就关的。”陈柏和说，清城区环保局平时主要工作是受理群众投诉，以及对一些无牌无证的排污企业进行巡查，对于有牌有证的企业环保监管等情况，均由清远市环保局负责。
