白云机场客流量达到5000万人次的意义，说明新跑道和新机场的建设愈显重要。白云机场在建第三跑道，但原机场设计终端能力是吞吐量8000万人次，因此，另寻新机场是必要的。除了南沙建商务机场之外，第二国际机场应该靠近佛山、肇庆、云浮一带。在全省机场布局中，粤西北地区缺乏一个大型机场。另外，白云机场为联邦快递建设一个货运跑道，也在争取其把亚太运营和管理中心迁来白云机场。这一方面说明广州在亚太地区处于几何地理中心位置的重要性；另一方面也说明发展货运航空是非常必要的。
其次，客流量达到5000万人次的意义，说明机场建设对于一个地区经济建设的重要性。根据我的观察，美国大洛杉矶地区之所以能统率88个城市，就是因为这些地区的居民都是以到达洛杉矶国际机场为“到家”的。也就是说，今后的城市发展是以城市群为特色，城市化与城镇化互动互融；另一方面，国际机场是定位一个大都市辐射力的重要标志。广州国际机场必须加大辐射力从而提升广州城市地位和定位。这要求强化周边地区与国际机场的交通组织，包括高速公路、城际轨道、地铁、轻轨以及支线机场、商务机场、直升机场等延伸设施。
再次，客流量达到5000万人次的意义，也说明国际机场影响到一个城市的国际形象。昨日我有幸在现场见证了这一时刻。获认定的旅客表示，白云机场很伟大。但光是宏大乃至现代化这种硬件水平高似乎是不足够的。为寻找差距，白云机场从去年开始举办“开门办机场”活动，向社会广泛征求改进服务的“金点子”。至今已举办了两届。活动宗旨是要实现“服务大提升”。一部分的“金点子”来自旅客和社会各界，今年有个一等奖是由省政协常委孟浩提出出租车候车区应该改进，不要让旅客拎着行李走得太远。还有的“金点子”提议建设停车场寻车系统，以及在国际候机室开设低价餐饮等等，都是来自于旅客的亲身体验。而来自机场内部员工的“金点子”则更体现出专业水准，如国际中转区的标识要更清晰、摆渡车内设置视频信息等等，这与白云机场“打造国际中枢机场”的目标相吻合。
白云机场“开门办机场”的举措，无疑将进一步提升其在国际航运市场的竞争力，也必将提升其在珠三角区域经济建设中的枢纽和辐射作用。(作者为广东省体制改革研究会副会长)
