　　调查组认为，这是一起交通执法人员法治观念淡薄、执法为民意识不强，在违规查扣超载车辆过程中，对有关问题处置不当，造成的一起典型公路“三乱”案件，反映出交通运输管理中长期存在的以罚代管和体制机制弊端形成的深层次矛盾和问题，同时也折射出官僚主义作风之顽固。

　　依据法律法规和有关规定，将永城市公路局流动治超大队7名执法人员移交司法机关追究刑事责任；对永城市政府及交通系统16名相关领导和责任人分别给予撤职、降级、记过等处分；责令永城市人民政府、河南省交通运输厅分别向河南省人民政府写出深刻检查。
